中華人民共和國(guó)關(guān)境內(nèi)提供的貨物：中標(biāo)通知書(shū)發(fā)出之日起9個(gè)月到達(dá)浙江省寧波市北侖區(qū)春曉鎮(zhèn)。
主要技術(shù)參數(shù)：進(jìn)氣壓力5.5Mpa（最大）、溫度范圍7-280℃，用于天然氣脫水單元。
2．資格要求：
1）是否允許代理商投標(biāo)：允許
2）國(guó)內(nèi)投標(biāo)人應(yīng)提供有效的營(yíng)業(yè)執(zhí)照、組織機(jī)構(gòu)代碼證、稅務(wù)登記證或在有效期內(nèi)的三證合一營(yíng)業(yè)執(zhí)照，國(guó)外投標(biāo)人應(yīng)提供有效的獨(dú)立法人證明。
3）財(cái)務(wù)要求：投標(biāo)人需提供近三年（2018-2020）審計(jì)機(jī)構(gòu)出具的財(cái)務(wù)審計(jì)報(bào)告及經(jīng)審計(jì)財(cái)務(wù)報(bào)表（包括資產(chǎn)負(fù)債表、利潤(rùn)表及現(xiàn)金流量表）。
4）業(yè)績(jī)1：所供軌道球閥的制造商生產(chǎn)工廠從2012年1月1日至投標(biāo)截止日（以合同簽訂日期為準(zhǔn)）應(yīng)有至少2個(gè)項(xiàng)目天然氣分子篩脫水裝置的軌道球閥應(yīng)用業(yè)績(jī)，并提供相關(guān)業(yè)績(jī)證明，證明文件包括但不限于下述業(yè)績(jī)要求①和②。①銷售合同復(fù)印件（含合同封面和簽字頁(yè)，以及相關(guān)的技術(shù)附件）和②用戶簽字的成功運(yùn)行證明文件或用戶簽發(fā)的臨時(shí)接受證書(shū)或有第三方船級(jí)社簽字的調(diào)試記錄報(bào)告。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：貨物名稱、供貨數(shù)量、成功運(yùn)行時(shí)間、產(chǎn)品應(yīng)用裝置。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法驗(yàn)證以上內(nèi)容的，均視為無(wú)效業(yè)績(jī)。
5）業(yè)績(jī)2：投標(biāo)人所提供制造商生產(chǎn)工廠的軌道球閥應(yīng)至少?gòu)?012年1月1日至投標(biāo)截止日（以合同簽訂日期為準(zhǔn)）具有至少2套（10英寸和class600及以上）成功運(yùn)行至少1年的應(yīng)用業(yè)績(jī)；證明文件包括但不限于下述業(yè)績(jī)要求①和②。①銷售合同復(fù)印件（含合同封面和簽字頁(yè)，以及相關(guān)的技術(shù)附件）和②用戶簽字的成功運(yùn)行證明文件或用戶簽發(fā)的臨時(shí)接受證書(shū)或有第三方船級(jí)社簽字的調(diào)試記錄報(bào)告。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：貨物名稱、供貨數(shù)量、技術(shù)參數(shù)/指標(biāo)、使用環(huán)境、成功運(yùn)行時(shí)間。如投標(biāo)人提供調(diào)試報(bào)告，則以明確標(biāo)明的成功運(yùn)行開(kāi)始時(shí)間或以調(diào)試報(bào)告簽署時(shí)間為準(zhǔn)。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法驗(yàn)證以上內(nèi)容的，均視為無(wú)效業(yè)績(jī)。
6）如果投標(biāo)人提供的業(yè)績(jī)1包含業(yè)績(jī)2，則不必提供業(yè)績(jī)2。
7）投標(biāo)人所提供的軌道球閥應(yīng)為制造商的標(biāo)準(zhǔn)產(chǎn)品，新試制產(chǎn)品不予接受。投標(biāo)人須向買方提供新的未使用過(guò)設(shè)備。
8）投標(biāo)人在投標(biāo)時(shí)應(yīng)提供生產(chǎn)工廠的軌道球閥在有效期內(nèi)的ISO 15848-1 CO3認(rèn)證和SIL 3安全完整性等級(jí)認(rèn)證。
9）本次采辦軌道球閥（含附屬設(shè)備）應(yīng)適用于海洋環(huán)境下，投標(biāo)人應(yīng)安排進(jìn)行第三方檢驗(yàn)，并承諾從COOOSO授權(quán)的認(rèn)證機(jī)構(gòu)之一（CCS、ABS、DNV和BV）獲得閥門整體的最終檢驗(yàn)證書(shū)。

4．投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金并于2022年5月24日10:00時(shí)（北京時(shí)間）前遞交至北京市東城區(qū)東直門外小街6號(hào)海油大廈4層第八會(huì)議室，在此時(shí)間后收到的投標(biāo)文件恕不接受。

1.CNCCC International Tendering Co., Ltd.(hereinafter called “Tendering Agent”), for and on behalf of The East China Sea Xihu Oil&Gas Operating Company (hereinafter called"Purchaser") invites sealed bids from eligible bidders for the supply of following equipment for Ningbo TERMINAL RECONSTRUCTION& EXPANSION(phase II ):

Qty: 16 SETS.
Delivery Schedule: For goods offered from outside PRC customs territory: arrived at Ningbo Port, Zhejiang, P.R.China within 9 month from the date of the issuance of the Notification of Award ; For goods offered from within PRC customs territory: arrived at CNOOC (Zhoushan) Energy Logistics Co., Ltd: (Address: Chunxiao Town, Beilun District, Ningbo Zhejiang Province P.R. China) within 9 months from the issuance of the Notification of Award.
Main technical parameters: intake pressure 5.5Mpa (maximum), temperature range 7-280℃, used for natural gas dehydration unit.
2. Bidder Qualification requirements:
1）Whether agent bidding is allowed: yes
2) Other documentary evidence of the Bidder’s qualifications required in the bidding document:
Domestic bidder shall provide valid business license, Organization Code Certificate and tax registration certificate,or a Business License of Three Certificates in On within the validity period.
Foreign bidder shall provide valid independent legal entity certificate.
3) Bidder shall submit recent three years’(2018-2020) audited financial report issued by auditing agency, including balance sheets, cash flow statement, profitstatement.
4) The Molecular Sieve Valves provided by the bidder shall be the manufacturer_EpSingleQuotes_s standard product. From January 1,2012 to the bid opening date(take the date of signing the contract as the standard), its manufacturer should have The Molecular Sieve Valves supply performance of two projects of natural gas molecular sieve dehydration device, and provide relevant performance certificates, the supporting documents include but are not limited to following evidence requirements ①&②：①Copies of sales contract (Including the cover and signature page, and the relevant technical attachments) and② 2A certificate notice signed by End user to Verify its successful run and/or temporary accept certificate signed by End user and/or commissioning report signed by a third party classification society. The corresponding documentary evidence submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance，drawings of the configuration type and the successful operation time. If the bidder provides the commissioning report, the start time of the successful operation shall be subject to the stated date or the signing date of the commissioning report. The performance without certification documents will be treated as invalid performance.The Bidder shall provide new unused equipment to the buyer, and the new trial production products shall not be accepted.
5) The Molecular Sieve Valves of the manufacturer provided by the Bidder shall have at least 2 sets (10 inch class 600 and above) from January 1, 2012 to the bid opening date(take the date of signing the contract as the standard), and successfully operation for 1 year; the supporting documents include but are not limited to following evidence requirements ①&②：①Copies of sales contract (Including the cover and signature page, and the relevant technical attachments) and② 2A certificate notice signed by End user to Verify its successful run and/or temporary accept certificate signed by End user and/or commissioning report signed by a third party classification society. The corresponding documentary evidence submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods, Quantity, technical parameters, usage circumstance, drawings of the configuration type and the successful operation time. If the bidder provides the commissioning report, the start time of the successful operation shall be subject to the stated date or the signing date of the commissioning report. The performance without certification documents will be treated as invalid performance.The Bidder shall provide new unused equipment to the buyer, and the new trial production products shall not be accepted.
6）If the performance 1 provided by the bidder includes performance 2, it is not necessary to provide performance 2.
7) The Molecular Sieve Valves of the manufacturer provided by the Bidder shall have ISO 15848-1 CO3 certification and SIL 3 safety integrity level certification within the validity period.
8) The procurement of molecular sieve valve (including auxiliary equipment) shall be applicable in the Marine environment. The Bidder shall undertake the third party inspection and obtain the final inspection certificate of the valves from one of the certification bodies authorized by COOOSO (CCS，ABS, DNV and BV ).
