主要技術(shù)要求：處理能力：380×104 m3/D；設(shè)計(jì)壓力：1.3倍最大工作允許壓力；膨脹端溫度（進(jìn)/出）：-50℃/-85℃；壓縮端溫度（進(jìn)/出）：17℃/STA；膨脹端壓力（進(jìn)/出）：4.98Mpag/2.2Mpag; 壓縮端壓力（進(jìn)/出）：2.05Mpag/2.62Mpag;
2．資格要求：
1）國(guó)內(nèi)投標(biāo)人應(yīng)提供有效的營(yíng)業(yè)執(zhí)照、組織機(jī)構(gòu)代碼證、稅務(wù)登記證或在有效期內(nèi)的三證合一營(yíng)業(yè)執(zhí)照，國(guó)外投標(biāo)人應(yīng)提供有效的獨(dú)立法人證明。以證明投標(biāo)人具有獨(dú)立法人資格。
2）財(cái)務(wù)要求：投標(biāo)人需提供近三年（2018-2020）審計(jì)機(jī)構(gòu)出具的財(cái)務(wù)審計(jì)報(bào)告及經(jīng)審計(jì)財(cái)務(wù)報(bào)表（包括資產(chǎn)負(fù)債表、利潤(rùn)表及現(xiàn)金流量表）。
3）自2012年1月1日至開(kāi)標(biāo)日期間（以合同簽訂時(shí)間為準(zhǔn)），投標(biāo)人必須具有在海洋環(huán)境下（包括：海上平臺(tái)、海邊陸地終端、海邊石油天然氣處理廠、LNG接收站、FPSO等高鹽霧腐蝕環(huán)境）投入使用1年以上的如下業(yè)績(jī)：同時(shí)具有至少2臺(tái)膨脹壓縮機(jī)整機(jī)應(yīng)用業(yè)績(jī)和具有至少1臺(tái)轉(zhuǎn)子總成（天然氣處理量≥380萬(wàn)方/天）應(yīng)用業(yè)績(jī)。如果上述膨脹壓縮機(jī)整機(jī)至少有1臺(tái)處理能力≥380萬(wàn)方/天時(shí)，則不必再提供轉(zhuǎn)子總成業(yè)績(jī)。若投標(biāo)人是成撬商，則上述業(yè)績(jī)中的膨脹壓縮機(jī)本體和轉(zhuǎn)子品牌必須與本次投標(biāo)的膨脹壓縮機(jī)本體品牌一致；若投標(biāo)人是代理商，則上述業(yè)績(jī)應(yīng)該是本次投標(biāo)產(chǎn)品制造商的業(yè)績(jī)。證明文件至少應(yīng)包括兩類(lèi)：①合同復(fù)印件（含合同封面和簽字頁(yè)，合同簽訂時(shí)間以及相關(guān)的技術(shù)附件）和；②投入使用證明文件，可以是用戶(hù)蓋章的運(yùn)行證明，或用戶(hù)簽發(fā)的臨時(shí)接受證書(shū)，或經(jīng)第三方見(jiàn)證簽字的調(diào)試記錄報(bào)告；其中運(yùn)行時(shí)間應(yīng)該從調(diào)試驗(yàn)收?qǐng)?bào)告簽字日期或臨時(shí)接受證書(shū)簽發(fā)日期計(jì)算，或以使用方出具的運(yùn)行時(shí)間證明。業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：貨物名稱(chēng)、供貨數(shù)量、使用環(huán)境、處理能力、成功運(yùn)行時(shí)間。如投標(biāo)人提供調(diào)試報(bào)告，則以明確標(biāo)明的成功運(yùn)行開(kāi)始時(shí)間或以調(diào)試報(bào)告簽署時(shí)間為準(zhǔn)。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法驗(yàn)證以上內(nèi)容的，均視為無(wú)效業(yè)績(jī)。
4）本次采辦膨脹壓縮機(jī)整體（含附屬設(shè)備）應(yīng)適用于海洋環(huán)境下，投標(biāo)人應(yīng)為膨脹壓縮機(jī)組設(shè)計(jì)、制造、測(cè)試安排第三方檢驗(yàn)，并從COOOSO授權(quán)的認(rèn)證機(jī)構(gòu)之一（CCS、ABS、DNV和BV）獲得機(jī)組整體的最終檢驗(yàn)證書(shū)。

Delivery Schedule: For goods offered from outside PRC customs territory: delivery at the port of shipment within 9 month from the date of signing the contract ; For goods offered from within PRC customs territory: arrived at CNOOC (Zhoushan) Energy Logistics Co., Ltd: (Address: Chunxiao Town, Beilun District, Ningbo, Zhejiang Province P.R. China) within 10 months from the date of signing the contract .

2. Bidder Qualification requirements:
1) Other documentary evidence of the Bidder’s qualifications required in the bidding document:
Domestic bidder shall provide valid business license, Organization Code Certificate and tax registration certificate,or a Business License of Three Certificates in On within the validity period.Foreign bidder shall provide valid independent legal entity certificate.
2) Bidder shall submit recent three years’(2018-2020) audited financial report issued by auditing agency, including balance sheets, cash flow statement, profitstatement;
3) From January 1,2012 to the bid opening date (subject to the contract time), the bidder must have the following performance (including offshore platform, coastal land terminal, coastal oil and gas treatment plant, LNG terminal, FPSO) with at least 2 expansion compressor application performance and at least one rotor assembly (natural gas processing capacity 3.8 million square meters / day).If the above expansion compressor has at least one processing capacity of 3.8 million square meters / day, there is no need to provide the rotor assembly performance.If the bidder is a pry, the expansion compressor body and the rotor brand must be consistent with the brand of this bid; if the bidder is an agent, the above performance should be the performance of the manufacturer of the bid product.Certification documents shall include at least two categories: ① contract copy (including contract cover and signature page, contract signing time and related technical accessories) and; ② operation certificate which may be operation certificate sealed by the user or temporary acceptance certificate issued by the user or commissioning record report signed by the third party; The running time shall be calculated from the signing date of commissioning acceptance report or running time certificate issued by the user.The performance certification documents must at least reflect the following contents: name of goods, supply quantity, use environment, processing capacity, and successful running time.If the bidder provides the commissioning report, the specified start time of successful operation or the signing time of the commissioning report shall prevail.If the performance documents are not submitted, or the performance documents provided cannot verify the above contents, the performance shall be deemed invalid.
4) The Turbo Expander-compressor purchased this time (including auxiliary equipment) shall be suitable for the ocean environment. The Bidder shall arrange third party inspection for the design, manufacture, testing of the expansion compressor unit and obtain the final inspection certificate of the unit unit from one of the COOOSO authorized certification bodies (CCS, ABS, DNV and BV ).
