一、招標(biāo)條件Tendering Conditions

招標(biāo)人為中石油管道局東非原油外輸管道EPC項目部，項目資金來源已落實。本招標(biāo)項目已按要求履行了相關(guān)報批及備案等手續(xù)，具備招標(biāo)條件，現(xiàn)進行公開招標(biāo)。

The project has implemented relevant procedures according to rules, regulations, and laws .as well as the capital has been /confirm/ied. Now we hereby invite your esteemed company to participate in this bid. The tenderee is China Petroleum Pipeline Engineering Company Ltd East African Crude Oil Pipeline EPC Project Department.

二、項目概況與招標(biāo)范圍 Project Overview and Tendering Scope

2.1項目概況：東非原油外輸管道EPC項目起點于烏干達Tilenga CPF（聯(lián)絡(luò)線起點），止于坦桑尼亞 Tanga港，總長1539km，其中：干線1443km，聯(lián)絡(luò)線96km。烏干達境內(nèi)392km， 坦桑尼亞境內(nèi)1147km；全線泵站6座，減壓站2座，閥室82座，電伴熱站20座（與閥室合建17座，單獨建設(shè)3座）。該項目業(yè)主為道達爾勘探開發(fā)公司（上游，聯(lián)絡(luò)線部分）與道達爾東非中游公司。計劃工期為27個月。

East African Crude Oil Pipeline EPC Project starts from Tilenga CPF, Uganda (starting point of contact line) and ends at Tanga Port, Tanzania, with a total length of 1,539km, including 1,443km trunk line and 96km connection line. 392km in Uganda and 1147km in Tanzania; There are 6 pump stations, 2 decompression stations, 82 valve rooms and 20 electric tracing stations (17 jointly built with valve rooms and 3 separately built). The project is owned by Total E&P (upstream, link line) and Total East Non-Midstream. The planned construction period is 27 months.

2.3 交貨地點 Delivery place

買方指定交貨地點（河北省廊坊市和平路17號）人民幣交貨價（含13%增值稅）

RMB delivery price at Buyer's designated delivery location (No. 17 Heping Road, Langfang City, Hebei Province) (Including 13% VAT)

2.4 交貨期 Delivery time

供貨商提供最短交貨期，但不得超過3個月（不含春節(jié)假期）。

The supplier shall provide the shortest delivery time,But not exceeding 3 months (excluding the Spring Festival holiday)

三、投標(biāo)人資格要求 Bidder qualification requirement

3.1 本次招標(biāo) 不接受 聯(lián)合體投標(biāo)。

Bids from joint venture are not accepted.

3.2本項目的投標(biāo)人須具有獨立法人資格，為此項目的生產(chǎn)、制造、安裝、調(diào)試的制造商，對其提供的貨物和服務(wù)負全面責(zé)任。在法律和財務(wù)上獨立，合法運作并獨立于招標(biāo)人（招標(biāo)機構(gòu)）。

The Tenderer shall be a manufacturer who specified by owner and who possesses independent legal personality, has independence in law and finance and operates legally and shall take full responsibility to the goods and service.The bidder shall have independence in law and finance and operates legally and independent of the tenderer (tendering agency).

3.3 本次招標(biāo)要求投標(biāo)人須提供制造商 ISO相關(guān)體系認證（有效ISO9001、ISO14001,ISO18001/ISO45001證書）及相關(guān)企業(yè)資質(zhì)（包括但不限于營業(yè)執(zhí)照或注冊證書等）, 具有與本招標(biāo)項目相應(yīng)的供貨能力。

The bidders should have ISO 9001 quality assurance system certification and enterprise qualification (including but not limited to business license or registration certificate, etc.), have the corresponding supply capacity for this bidding project.

3.4財務(wù)要求：

提供 3 年度（2021-2023）財務(wù)報告，經(jīng)會計師事務(wù)所或?qū)徲嫏C構(gòu)審計的財務(wù)會計報表（未完成2023年財務(wù)審計的可提供2020-2022年的財務(wù)審計報告），包括但不限于資產(chǎn)負債表、現(xiàn)金流量表、利潤表和財務(wù)情況說明書（或報表附注）的復(fù)印件。不存在進入清算程序、被宣告破產(chǎn)或其他喪失履約能力的情形；成立日期晚于要求年份的，從成立年起計算。
Financial requirement: The bidder should provide financial reports for 3 years(2021-2023), including but not limited to balance sheets(If the financial audit for 2023 has not been completed, the financial audit report for 2020 to 2022 can be provided), cash flow statements, income statements and financial statements.The reports should be audited by accounting firms or institutions. The bidder should not be in the situation of bankrupt or unable to perform the contract; If the date of establishment is later than 2019, it shall be counted from the year of establishment.

3.5 信譽要求：Credit requirements(Applicable to Chinese Bidders):

在國家企業(yè)信用信息公示系統(tǒng)（http://www.gsxt.gov.cn)、信用中國網(wǎng)站（www.creditchina.gov.cn）未被列入嚴(yán)重違法失信企業(yè)名單或失信被執(zhí)行人名單。

The bidder has not been listed in the serious illegal and trust-breaking enterprises or trust-breaking enforcement list In the National Enterprise Credit Information Publicity system (http://www.gsxt.gov.cn)and credit China website (www.creditchina.gov.cn)

3.6其它要求：

投標(biāo)人（制造商）近三年在中國石油天然氣集團有限公司/中國石油管道局工程有限公司所屬項目中無重大質(zhì)量事故、安全事故，且與CPP無法律糾紛，需提供承諾函。

Bidders (manufacturers) have not experienced major quality and safety accidents in the past three years, and a commitment letter is required.

投標(biāo)人應(yīng)為閥門制造商且為中石油庫內(nèi)供應(yīng)商，能源一號網(wǎng)入網(wǎng)狀態(tài)應(yīng)為：“正常”。

投標(biāo)人開標(biāo)當(dāng)日未被中國石油天然氣集團有限公司/中國石油管道局工程有限公司列入黑名單、暫?；蛉∠稑?biāo)人資格。

四、招標(biāo)文件的獲取 Acquisition of Tendering documents

4.1 招標(biāo)文件售價200元/標(biāo)包，售后不退。招標(biāo)文件發(fā)售時間：2025年1月16日8:00:00 至 2025年1月 22 日23:59:59（北京時間，下同）。凡有意參加投標(biāo)者，請通過中國石油招標(biāo)投標(biāo)網(wǎng)（http://www.cnpcbidding.com)點擊“招投標(biāo)平臺”進入“中國石油電子招投標(biāo)交易平臺”報名、購買招標(biāo)文件。

The price of bidding documents is: RMB 200/package, non- refundable.The time of selling bidding documents is from 8:00:00 on January 16 2025 to 23:59:59 on January 22 2025, (Beijing time, the same below). Bidders shall click "Bidding Platform" through PetroChina Bidding Network (http://www.cnpcbidding.com) to enter the "PetroChina E-Tendering&Bidding Trading Platform" to register and purchase bidding documents.

現(xiàn)場電子版投標(biāo)文件提交：河北省廊坊市金光道44號中油管道物資裝備有限公司B104會議室。投標(biāo)人可以現(xiàn)場提交電子版投標(biāo)文件(不強制要求提交)，不接受郵寄，現(xiàn)場提交電子版投標(biāo)文件(U盤)內(nèi)容僅在需采用應(yīng)急措施進行解密時有效。

Site submitted electronic bid documents: B104, CNPC Pipeline Materials and Equipment Co., Ltd., No.44, Jinguang Road, Langfang City, Hebei Province. The bidder may submit the electronic version of the bid documents on-site (not mandatory) but does not accept the post. On-site submission of electronic tender documents (USB stick) is valid only in an emergency decryption situation

不接受紙質(zhì)版投標(biāo)文件 Hard copy will not be accepted.

5.3 逾期送達的、未送達指定地點的或者不按照招標(biāo)文件要求密封的投標(biāo)文件，招標(biāo)人將予以拒收。逾期傳送至電子招標(biāo)投標(biāo)交易平臺的投標(biāo)文件，電子招標(biāo)投標(biāo)交易平臺予以拒收。

The bidding document will be rejected, if the bidding documents are deliveredare exceed the specified time, are not send to the designated place, or are not sealed in accordance with the requirements of the solicitation documents. If the bidding document did not upload to the E-tendering&bidding trading platform within the time limit, the platform will reject the bidding.

5.4 本次招標(biāo)采取網(wǎng)上電子版提交的方式，以網(wǎng)上電子版為準(zhǔn)，不接受紙質(zhì)版投標(biāo)文件。

The bidding documents shall be subject to electronic submissions online, and the paper version will not be accepted.
