項(xiàng)目概況：陸豐12-3油田FPSO項(xiàng)目需配備一套惰氣發(fā)生器系統(tǒng)，用于貨油艙、不合格生產(chǎn)水艙及工藝模塊等處所的保護(hù)，主要包括1臺(tái)煙氣模式惰氣發(fā)生器和1臺(tái)直燃模式惰氣發(fā)生器。

中華人民共和國(guó)關(guān)境內(nèi)提供的貨物：招標(biāo)人指定地點(diǎn)（候選地點(diǎn)：大連、青島、煙臺(tái)、上?；蚰贤ǎ?。

FPSO船體的施工現(xiàn)場(chǎng)確定后，公司將書(shū)面通知投標(biāo)人。

交貨期：

中華人民共和國(guó)關(guān)境外提供的貨物：供應(yīng)商應(yīng)在中標(biāo)通知書(shū)發(fā)出后52周內(nèi)從所在地主要港口裝運(yùn)貨物。

中華人民共和國(guó)關(guān)境內(nèi)提供的貨物：在中標(biāo)通知書(shū)發(fā)出后52周內(nèi)到達(dá)招標(biāo)人指定地點(diǎn)。

2．資格要求：

1)        資質(zhì)要求：

A.      關(guān)境內(nèi)投標(biāo)人應(yīng)提供有效的營(yíng)業(yè)執(zhí)照、組織機(jī)構(gòu)代碼證、稅務(wù)登記證或三證合一營(yíng)業(yè)執(zhí)照等。關(guān)境外投標(biāo)人應(yīng)提供有效的獨(dú)立法人證明。以證明投標(biāo)人具有獨(dú)立法人資格。

B.       代理商要求：如果投標(biāo)人所投的惰氣發(fā)生器系統(tǒng)不是投標(biāo)人自己制造的，投標(biāo)人應(yīng)得到該貨物制造商的同意以及證明其在本次投標(biāo)中唯一提供該貨物的正式授權(quán)書(shū)。

C.   惰氣發(fā)生器應(yīng)為海上移動(dòng)生產(chǎn)平臺(tái)或船用型，本FPSO為ABS和CCS雙船級(jí)，投標(biāo)人應(yīng)自行安排檢驗(yàn)及相關(guān)工作，并取得型式認(rèn)可證書(shū)。

2)  業(yè)績(jī)要求：

投標(biāo)人提供的惰氣發(fā)生器及其輔助設(shè)備應(yīng)為成熟產(chǎn)品，投標(biāo)人從2002年1月1日起至投標(biāo)截止日（合同簽訂時(shí)間）至少具有1臺(tái)/套煙氣模式惰氣發(fā)生器和1臺(tái)/套直燃模式惰氣發(fā)生器（煙氣模式惰氣發(fā)生器和直燃模式惰氣發(fā)生器的單臺(tái)惰氣能力均不低于6500m3/h）在FPSO或類似浮式生產(chǎn)平臺(tái)應(yīng)用業(yè)績(jī)。

投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：銷售合同復(fù)印件（含合同封面和簽字頁(yè)，惰氣發(fā)生器相關(guān)的技術(shù)附件）和用戶簽字的成功運(yùn)行證明文件或用戶簽發(fā)的臨時(shí)接受證書(shū)或第三方船級(jí)社簽字的調(diào)試記錄報(bào)告。

3)  質(zhì)量要求：制造商應(yīng)提供ISO9001質(zhì)量管理體系認(rèn)證證書(shū)，且證書(shū)在有效期內(nèi)。

 

3.有興趣的合格投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2021年7月27日開(kāi)始至2021年8月6日止，請(qǐng)登錄中國(guó)海洋石油集團(tuán)有限公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買(mǎi)。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買(mǎi)招標(biāo)文件。購(gòu)買(mǎi)過(guò)程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書(shū)費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。本招標(biāo)文件每套售價(jià)為2000元人民幣或300美元，售后不退。如未在系統(tǒng)中領(lǐng)購(gòu)招標(biāo)文件，不可參加投標(biāo)。另外，本次招標(biāo)公告同時(shí)在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)（www.chinabidding.com）上發(fā)布，投標(biāo)人還需要在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)（http://www.chinabidding.com/）注冊(cè)成功并通過(guò)平臺(tái)審核。

 

4．投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金并于2021年8月18日10:00時(shí)（北京時(shí)間）前遞交至北京市東城區(qū)東直門(mén)外小街6號(hào)海油大廈一樓大廳，在此時(shí)間后收到的投標(biāo)文件恕不接受。

 

5.開(kāi)標(biāo)時(shí)間：定于2021年8月18日10:00時(shí)（北京時(shí)間）開(kāi)標(biāo)。開(kāi)標(biāo)地點(diǎn)：北京市東城區(qū)東直門(mén)外小街6號(hào)海油大廈4層第七會(huì)議室。

 

6．本次招標(biāo)公告同時(shí)在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)（www.chinabidding.com）上發(fā)布。

1.CNCCC International Tendering Co., Ltd.(hereinafter called “Tendering Agent”), for and on behalf of CNOOC Energy Technology & Services Ltd (hereinafter called"Purchaser") invites sealed bids from eligible bidders for the supply of following equipment for LUFENG12-3 OILFIELD FPSO PROJECT:

 Project Summary：The LUFENG12-3 OILFIELD FPSO PROJECT Inert Gas Generator used for the protection of cargo oil tank, unqualified production tank, process module,etc, which mainly includes: 1 Inert Gas Generator Unit By Flue Gas(IGS) and 1 Inert Gas Generator Unit by fuel-burning type（IGG）.

Place of delivery：

For goods offered from outside PRC customs territory:CIF main Port of China，such as Dalian, Qingdao, Yantai, Shanghai and Nantong.

For goods offered from within PRC customs territory:Arrive at the place designated by the bid inviting party (candidate place: Dalian, Qingdao, Yantai, Shanghai and Nantong) .

After the construction site of the FPSO HULL is /confirm/ied, Company will inform the Bidder in writing.

Delivery schedule：

For goods offered from outside PRC customs territory:The supplier shall ship the goods from the main port within 52 weeks after the issuance of the letter of acceptance.

For goods offered from within PRC customs territory:Arrive at the place within 52 weeks after the issuance of the letter of acceptance.

 

2. Bidder Qualification requirements:

 1)   Qualification requirement:

A.The bidder within the customs territory shall provide valid business license, organization code certificate, tax registration certificate or three in one business license, etc. The bidder outside the customs territory shall provide valid independent legal person certificate. To prove that the bidder has independent legal personality.

B.Agent requirements: If the Inert Gas Generator offered by the bidder is not made by the bidder itself , the bidder shall obtain the consent of the manufacturer of the goods and the formal authorization to prove that he is the only one to provide the goods in this bidding

C.The inert gas generator shall be mobile offshore production unit or marine type. The FPSO shall be of ABS and CCS dual classification. The bidder shall arrange inspection and relevant work by itself and obtain certificate of type Approval.

2)    Performance requirements:

The inert gas generator provided by the bidder shall be mature products. The bidder shall have at least 1 sets of flue-gas type and 1 sets of fuel-burning type (The capacity of single set of IGS and IGG shall not be less than 6500m3/h) supply performances from January 1, 2002 to the bid deadline (contract signing time), which shall be applied on FPSO or similar floating production unit.

The bidder shall submit the performance table in the prescribed format and relevant performance supporting documents. Performance certification documents include but are not limited to: copy of sales contract (including contract cover and signature page, description page of supply scope / scope of work and technical accessories related to crude oil main engine and auxiliary equipment, main technical parameters page, etc., with the original for reference), certificate of successful operation signed by the user or temporary acceptance certificate issued by the user or commissioning record report signed by the third party classification society. Performance without supporting materials is invalid performance.

3)    Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid.

3. All those who are willing to participate in the bids are kindly requested to :enter into website http://buy.cnooc.com.cn to purchase the bidding documents (electronic edition) on line from July 27, 2021 to August 06, 2021 upon non-refundable payment of RMB2000 or USD300 for each copy. First login must be registered(free of charge), after successful registration, you can buy the bidding documents. The purchase process must be fully online, and offline remittance will not be accepted. After successful payment of the bid fee, the bidder can download the bidding documents by himself. The bid fee will not be refunded after successful payment. If you do not purchase the bidding documents in the system, you may not participate in the bidding.
