項目概況：陸豐12-3油田FPSO項目需配備一套惰氣發(fā)生器系統(tǒng)，用于貨油艙、不合格生產(chǎn)水艙及工藝模塊等處所的保護，主要包括1臺煙氣模式惰氣發(fā)生器和1臺直燃模式惰氣發(fā)生器。

FPSO船體的施工現(xiàn)場確定后，公司將書面通知投標人。

交貨期：

中華人民共和國關(guān)境外提供的貨物：供應(yīng)商應(yīng)在中標通知書發(fā)出后52周內(nèi)從所在地主要港口裝運貨物。

中華人民共和國關(guān)境內(nèi)提供的貨物：在中標通知書發(fā)出后52周內(nèi)到達招標人指定地點。

2．資格要求：

1)        資質(zhì)要求：

A.      關(guān)境內(nèi)投標人應(yīng)提供有效的營業(yè)執(zhí)照、組織機構(gòu)代碼證、稅務(wù)登記證或三證合一營業(yè)執(zhí)照等。關(guān)境外投標人應(yīng)提供有效的獨立法人證明。以證明投標人具有獨立法人資格。

B.       代理商要求：如果投標人所投的惰氣發(fā)生器系統(tǒng)不是投標人自己制造的，投標人應(yīng)得到該貨物制造商的同意以及證明其在本次投標中唯一提供該貨物的正式授權(quán)書。

C.   惰氣發(fā)生器應(yīng)為海上移動生產(chǎn)平臺或船用型，本FPSO為ABS和CCS雙船級，投標人應(yīng)自行安排檢驗及相關(guān)工作，并取得型式認可證書。

2)  業(yè)績要求：

投標人提供的惰氣發(fā)生器及其輔助設(shè)備應(yīng)為成熟產(chǎn)品，投標人從2002年1月1日起至投標截止日（合同簽訂時間）至少具有1臺/套煙氣模式惰氣發(fā)生器和1臺/套直燃模式惰氣發(fā)生器（煙氣模式惰氣發(fā)生器和直燃模式惰氣發(fā)生器的單臺惰氣能力均不低于6500m3/h）在FPSO或類似浮式生產(chǎn)平臺應(yīng)用業(yè)績。

投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復(fù)印件（含合同封面和簽字頁，惰氣發(fā)生器相關(guān)的技術(shù)附件）和用戶簽字的成功運行證明文件或用戶簽發(fā)的臨時接受證書或第三方船級社簽字的調(diào)試記錄報告。

3)  質(zhì)量要求：制造商應(yīng)提供ISO9001質(zhì)量管理體系認證證書，且證書在有效期內(nèi)。

 

3.有興趣的合格投標人可通過以下方式獲取招標文件：從2021年7月14日開始至2021年7月21日止，請登錄中國海洋石油集團有限公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。本招標文件每套售價為2000元人民幣或300美元，售后不退。如未在系統(tǒng)中領(lǐng)購招標文件，不可參加投標。另外，本次招標公告同時在機電產(chǎn)品招標投標電子交易平臺（www.chinabidding.com）上發(fā)布，投標人還需要在機電產(chǎn)品招標投標電子交易平臺（http://www.chinabidding.com/）注冊成功并通過平臺審核。

 

4．投標文件遞交截止時間和地點：所有投標文件都應(yīng)附有按規(guī)定提交的投標保證金并于2021年8月4日10:00時（北京時間）前遞交至北京市東城區(qū)東直門外小街6號海油大廈一樓大廳，在此時間后收到的投標文件恕不接受。

 Project Summary：The LUFENG12-3 OILFIELD FPSO PROJECT Inert Gas Generator used for the protection of cargo oil tank, unqualified production tank, process module,etc, which mainly includes: 1 Inert Gas Generator Unit By Flue Gas(IGS) and 1 Inert Gas Generator Unit by fuel-burning type（IGG）.

Place of delivery：

For goods offered from outside PRC customs territory:CIF main Port of China，such as Dalian, Qingdao, Yantai, Shanghai and Nantong.

For goods offered from within PRC customs territory:Arrive at the place designated by the bid inviting party (candidate place: Dalian, Qingdao, Yantai, Shanghai and Nantong) .

After the construction site of the FPSO HULL is /confirm/ied, Company will inform the Bidder in writing.

Delivery schedule：

For goods offered from outside PRC customs territory:The supplier shall ship the goods from the main port within 52 weeks after the issuance of the letter of acceptance.

For goods offered from within PRC customs territory:Arrive at the place within 52 weeks after the issuance of the letter of acceptance.

 

2. Bidder Qualification requirements:

 1)   Qualification requirement:

A.The bidder within the customs territory shall provide valid business license, organization code certificate, tax registration certificate or three in one business license, etc. The bidder outside the customs territory shall provide valid independent legal person certificate. To prove that the bidder has independent legal personality.

B.Agent requirements: If the Inert Gas Generator offered by the bidder is not made by the bidder itself , the bidder shall obtain the consent of the manufacturer of the goods and the formal authorization to prove that he is the only one to provide the goods in this bidding

C.The inert gas generator shall be mobile offshore production unit or marine type. The FPSO shall be of ABS and CCS dual classification. The bidder shall arrange inspection and relevant work by itself and obtain certificate of type Approval.

2)    Performance requirements:

The inert gas generator provided by the bidder shall be mature products. The bidder shall have at least 1 sets of flue-gas type and 1 sets of fuel-burning type (The capacity of single set of IGS and IGG shall not be less than 6500m3/h) supply performances from January 1, 2002 to the bid deadline (contract signing time), which shall be applied on FPSO or similar floating production unit.

The bidder shall submit the performance table in the prescribed format and relevant performance supporting documents. Performance certification documents include but are not limited to: copy of sales contract (including contract cover and signature page, description page of supply scope / scope of work and technical accessories related to crude oil main engine and auxiliary equipment, main technical parameters page, etc., with the original for reference), certificate of successful operation signed by the user or temporary acceptance certificate issued by the user or commissioning record report signed by the third party classification society. Performance without supporting materials is invalid performance.

3)    Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid.
