1．中化建國(guó)際招標(biāo)有限責(zé)任公司（以下簡(jiǎn)稱“招標(biāo)機(jī)構(gòu)”）受中海石油（中國(guó)）有限公司委托渤中28-2南油田二次調(diào)整項(xiàng)目的下列全新貨物和有關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)，現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

項(xiàng)目概況：
本項(xiàng)目新建1座8腿無人中心平臺(tái)CEPC。自身井口物流和周邊平臺(tái)物流經(jīng)CEPC初步處理成30%含水原油再去往CEP進(jìn)一步分離處理后外輸，產(chǎn)出的伴生氣處理后外輸，處理合格后的水輸往CEPC及周邊平臺(tái)注水開發(fā)，電力依托岸電。

國(guó)內(nèi)交貨要求：2023年3月18日到達(dá)山東青島黃島建造場(chǎng)地或天津塘沽建造場(chǎng)地,國(guó)外交貨要求：2023年2月28日CIF青島港或CIF天津港。
2．業(yè)績(jī)和資格要求：
1)是否接受聯(lián)合體投標(biāo)：不接受

★ 3) 投標(biāo)人所投標(biāo)的油中含水分析儀應(yīng)為制造廠家的成熟產(chǎn)品，買方不接受新試制產(chǎn)品。投標(biāo)人所投產(chǎn)品應(yīng)具有至少兩個(gè)項(xiàng)目（限2012年7月1日之后簽訂的合同，每個(gè)項(xiàng)目不低于3臺(tái)）在海洋石油平臺(tái)或FPSO或海上油氣陸地接收終端上運(yùn)行五年及以上（從交貨驗(yàn)收合格日期或使用方出具的運(yùn)行時(shí)間證明文件起計(jì)）的業(yè)績(jī)，并提供相應(yīng)的書面材料證明（書面材料是指：合同及相應(yīng)交貨驗(yàn)收單或合同及相應(yīng)使用方出具的有效證明文件）；上述文件中如未包含油中含水分析儀所在設(shè)施的名稱及使用方信息，投標(biāo)人應(yīng)提供有效說明文件。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法驗(yàn)證簽署時(shí)間、貨物名稱、供貨數(shù)量、使用環(huán)境、微波法測(cè)量原理技術(shù)，均視為無效業(yè)績(jī)。
3．有興趣的合格投標(biāo)人可通過以下方式獲取招標(biāo)文件：
從 2022年8月17日至2022年8月24日止，在中國(guó)海油采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn/cbjyweb/）購(gòu)買招標(biāo)文件（電子版）。投標(biāo)人須在線填寫購(gòu)買招標(biāo)文件登記表，并在線支付標(biāo)書款至指定賬戶。在線支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為200元人民幣或30美元（收款人：中化建國(guó)際招標(biāo)有限責(zé)任公司，

4．投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金并于2022年9月15日10:00（北京時(shí)間）前遞交至北京市東城區(qū)東直門外小街6號(hào)海油大廈4層第6會(huì)議室。在此時(shí)間后收到的投標(biāo)文件恕不接受。
5．開標(biāo)時(shí)間：定于2022年9月15日10:00（北京時(shí)間）開標(biāo)。開標(biāo)地點(diǎn)：北京市東城區(qū)東直門外小街6號(hào)海油大廈4層第6會(huì)議室。
6.本次招標(biāo)公告同時(shí)在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)（www.chinabidding.com）上發(fā)布。
7.投標(biāo)人在投標(biāo)前需在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)上完成注冊(cè)。評(píng)標(biāo)結(jié)果將在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)公示。

Project overview:
A standardized 8-leg unmanned central platform BZ28-2S CEPC will be built, which will deal with the liquid from new production wells and surrounding platforms’. After the incoming liquid is combined and treated to 30% water content by the crude oil treatment system on BZ28-2S CEPC, it is sent to BZ28-2S CEP for further separation and treatment. The produced associated gas is processed and then exported. The treated water is sent to CEPC and surrounding platforms for water injection development. The power depends on shore power.

2. Qualification requirements:
The water in oil analyzers provided by VENDOR shall be the mature products of the manufacturers, new trial products would not been accepted. The products provided by VENDOR should have at least two projects（Limited to signing the contract after July 1, 2012,each project should have not less than 3 sets） had successful applications in offshore platform or FPSO or land receiving terminal for offshore oil and gas for five years ( From the date of acceptance of delivery or the certificate issued by USER). The VENDOR shall provide the corresponding documents (written material refers to: the contract and the delivery of acceptance or contract and the effective proof certificate issued by the operator). If the above documents do not contain the name of the facility where water in oil analyzer is located and the information of the user, the bidder shall provide a valid document. Failure to submit a performance document or the performance document provided cannot verify the time of signing, the name of the goods, the quantity of supply, the environment of use, and the techniques of microwave measurement are considered invalid.
3. All those who are willing to participate in the bids are kindly requested to: enter into website http://buy.cnooc.com.cn to purchase the bidding documents (electronic edition) online from Aug 17, 2022 to Aug 24，2022.upon non-refundable payment of RMB200 or USD30 for each copy.
