1.中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海油惠州石化有限公司（以下稱為“招標(biāo)人”）委托，就中海油惠州石化有限公司1臺(tái)X射線熒光光譜儀采購項(xiàng)目所需貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 1 set of X-Ray Fluorescence Spectrometer of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

For goods outside the PRC customs territory: 18 weeks after signing the contract(departure date on the Bill of Lading)

For goods within the PRC customs territory: Project Site in Daya Bay Petrochemical Zone
For goods outside the PRC customs territory: CIF Yantian Seaport, Shenzhen, P. R. China
2.對投標(biāo)人的資格和業(yè)績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qulification of Bidder
投標(biāo)人應(yīng)為所投貨物的制造商或授權(quán)代理商。如果投標(biāo)人是代理商，則須提供制造商有效授權(quán)書。
The bidder shall be the manufacturer or agent of bid goods. If the bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer.
（2）業(yè)績要求：

投標(biāo)貨物的制造商應(yīng)具有至少2項(xiàng)用于石化行業(yè)的X射線熒光光譜儀（測量方式為波長色散型）的銷售業(yè)績，投標(biāo)貨物（X射線熒光光譜儀）的型號(hào)與銷售業(yè)績的型號(hào)一致，合同簽署日期為2016年1月1日至2020年12月31日，如果投標(biāo)貨物的型號(hào)為升級(jí)型號(hào)，請?zhí)峁┱f明。
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：無價(jià)銷售合同復(fù)印件（含相關(guān)技術(shù)附件）等證明材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署日期、X射線熒光光譜儀的型號(hào)、測量方式（波長色散型）、石化行業(yè)。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗(yàn)證合同簽署日期、X射線熒光光譜儀的型號(hào)（或升級(jí)型號(hào)并提供說明）、測量方式（波長色散型）、石化行業(yè)，均視為無效業(yè)績。
The manufacturer of the tender goods shall have at least two sales records of X-Ray Fluorescence Spectrometers with measuring method for wavelength dispersion type used in the petrochemical industry. The model of the tender goods (X-Ray Fluorescence Spectrometer) shall be the same the model of the sales record. The contract shall be signed between January 1, 2016 and December 31, 2020. If the model of bidding goods is an upgrade model, please provide instructions.
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of un-priced sales contract (including technical appendix) . The evidentiary documents provided by Bidder shall as least demonstrate the contents as follows: Contract Signature Date, Model of X-Ray Fluorescence Spectrometer, measuring mothod (wavelength dispersion) and petrochemical industry.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Contract signing Date, Model of X-Ray Fluorescence Spectrometer(or upgrade the model and provide instructions), measuring mothod (wavelength dispersion) and petrochemical industry, the relevant reference will be deemed unvalid.
3.有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2021年9月28日開始至2021年10月12日止，請登錄中國海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊（免費(fèi)），注冊成功后，方可購買招標(biāo)文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from September 28, 2021 to October 12, 2021. For the first time of login, a registration (free ofcharge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4.投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2021年10月21日上午9:00（北京時(shí)間）前遞交至北京市東城區(qū)東直門外小街6號(hào)海油大廈4樓會(huì)議室。在此時(shí)間后收到的投標(biāo)文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing 100027, P. R. China at or before 9:00 am (Beijing Time) on October 21, 2021. Any bid beyond the required time and date shall be subject for rejection.

This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com) ，China Procurement and Tenderingwebsit （http://www.chinabidding.com.cn）and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.
