項(xiàng)目概況：流花11-1/4-1油田二次開發(fā)項(xiàng)目涉及正在生產(chǎn)的流花11-1油田、流花4-1油田，以及新開發(fā)的流花11-1油田三井區(qū)。流花11-1油田與流花4-1油田所產(chǎn)物流經(jīng)橋接管匯與流花11-1油田三井區(qū)所產(chǎn)物流在新建導(dǎo)管架預(yù)處理平臺(tái)（LH11-1DPP）匯集，進(jìn)行預(yù)處理后通過(guò)10”軟管輸送到新建圓筒型FPSO處理成合格原油、儲(chǔ)存、外輸。本次采購(gòu)的多相流量計(jì)將安裝在流花11-1DPP平臺(tái)。 貨物名稱：多相流量計(jì) 數(shù)量及規(guī)格： 2臺(tái)/套； ★非分離原理，滿足油、氣、水三相計(jì)量。

2.資格和業(yè)績(jī)要求： (1) 資格要求及證明文件 ★具有獨(dú)立訂立合同的權(quán)利和履行合同的能力，依法取得營(yíng)業(yè)執(zhí)照，營(yíng)業(yè)執(zhí)照處于有效期，營(yíng)業(yè)執(zhí)照、稅務(wù)登記證、組織機(jī)構(gòu)代碼證三證齊全的法人或三證齊全的其他組織，投標(biāo)人須提交上述文件。如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明。 ★制造商具備有效的ISO質(zhì)量管理體系認(rèn)證證書、ISO環(huán)境管理體系認(rèn)證證書、健康安全職業(yè)管理體系認(rèn)證證書（OHS認(rèn)證或ISO或GB/T《職業(yè)健康安全管理體系規(guī)范》）（境內(nèi)制造商提供的環(huán)境管理體系認(rèn)證、質(zhì)量管理體系認(rèn)證、健康安全管理體系認(rèn)證等體系認(rèn)證應(yīng)可以在中國(guó)國(guó)家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì)網(wǎng)站(http://www.cnca.gov.cn/)核實(shí)）；在國(guó)家相關(guān)部門和行業(yè)的監(jiān)督檢查中沒有不良記錄；投標(biāo)人與招標(biāo)人及其關(guān)聯(lián)單位無(wú)不良合作記錄。 ★多相流量計(jì)需按照《海上固定平臺(tái)安全規(guī)則》的要求進(jìn)行設(shè)計(jì)、制造、認(rèn)證和檢驗(yàn)。供應(yīng)商應(yīng)委托國(guó)家安全生產(chǎn)監(jiān)督管理總局海洋石油作業(yè)安全辦公室（COOOSO）認(rèn)可的船級(jí)社（ABS，LR, DNV.GL，CCS，BV）對(duì)多相流量計(jì)整體進(jìn)行檢驗(yàn)并獲得檢驗(yàn)證書。 ★如果投標(biāo)人是代理商，須提供專業(yè)廠家正式代理授權(quán)書。
(2) ★業(yè)績(jī)要求： 投標(biāo)人必須是多相流量計(jì)的專業(yè)生產(chǎn)廠家或其正式授權(quán)的代理商。投標(biāo)人提供的多相流量計(jì)必須是標(biāo)準(zhǔn)和成熟產(chǎn)品，不接受未經(jīng)應(yīng)用的試驗(yàn)原型設(shè)備。投標(biāo)人提供的多相流量計(jì)應(yīng)具備不少于2套應(yīng)用于石油天然氣行業(yè)且成功投用時(shí)間不晚于2019年9月24日的業(yè)績(jī)，該業(yè)績(jī)?cè)O(shè)備的計(jì)量管段文丘里的尺寸不小于4寸。不接受未經(jīng)應(yīng)用的試驗(yàn)原型設(shè)備。 投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于： l 銷售合同復(fù)印件（含封面和簽字頁(yè)，供貨范圍、P&ID圖紙、關(guān)鍵技術(shù)參數(shù)相關(guān)頁(yè)）和 l 由最終用戶簽字的成功運(yùn)行證明文件或最終用戶簽發(fā)的臨時(shí)接受證書或由第三方船級(jí)社簽字的調(diào)試記錄報(bào)告。 投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：貨物名稱、供貨數(shù)量、使用環(huán)境、計(jì)量管段尺寸、成功運(yùn)行時(shí)間。如投標(biāo)人提供調(diào)試報(bào)告，則以明確標(biāo)明的成功運(yùn)行開始時(shí)間或以調(diào)試報(bào)告簽署時(shí)間為準(zhǔn)。 3. 有興趣的合格投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件： 從2021年9月27日開始至2021年10月9日止，在中國(guó)海油采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn/cbjyweb/）購(gòu)買招標(biāo)文件（電子版）。投標(biāo)人須在線填寫購(gòu)買招標(biāo)文件登記表，并在線支付標(biāo)書款至指定賬戶。在線支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或300美元（收款人：中化建國(guó)際招標(biāo)有限責(zé)任公司，收款行名稱：Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch收款人賬號(hào)0200000709117000351，收款行SWIFT CODE: ICBKCNBJBJM，收款行地址：No. 237 Wang fu jing Street, Dongcheng District, Beijing, ChinaPR: 100006），售后不退。未在本系統(tǒng)領(lǐng)購(gòu)招標(biāo)文件，不得參加投標(biāo)。 4. 投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2021年10月19日09:30時(shí)（北京時(shí)間）前遞交至北京市東城區(qū)東直門外小街6號(hào)海油大廈4層401A室。 5. 開標(biāo)時(shí)間：定于2021年10月19日09:30時(shí)（北京時(shí)間）開標(biāo)。屆時(shí)請(qǐng)參加投標(biāo)的代表出席開標(biāo)儀式。 開標(biāo)地點(diǎn)：北京市東城區(qū)東直門外小街6號(hào)海油大廈4層401A室。 6. 本次招標(biāo)公告同時(shí)在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)（www.chinabidding.com）上發(fā)布。 7. 投標(biāo)人在投標(biāo)前需在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)上完成注冊(cè)。評(píng)標(biāo)結(jié)果將在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)公示。

Projectoverview: The secondary development project of Liuhua 11-1/4-1 oilfield involves Liuhua 11-1 oilfield and Liuhua 4-1 oilfield, which are in production, as well as the newly developed No. 3 area of Liuhua 11-1 oilfield. The products of Liuhua 11-1 Oilfield and Liuhua 4-1 Oilfield flow through the pipe manifold of the bridge and the product flow of the No. 3 area of Liuhua 11-1 Oilfield gather in the newly built jacket pretreatment platform (LH11-1DPP). After pretreatment, the products are transported to the newly built cylindrical FPSO through 10 "hose for processing into qualified crude oil, storage and transportation. The Multiphase Flowmeters are installed on Liuhua 11-1DPP platform.
Name of Goods: Multiphase Flowmeters Quantity: 2 SETS ★Multiphase flow meter shall use Not-separation principles, which can meet the three-phase measurement of oil, gas and water. ★The skid dimension and weight shall not more than: MFM-1310: size: 3.5L(m)x2.0W(m)x4.5H(m),weight:4ton; MFM-1320 size: 5.0L(m)x2.9W(m)x4.5H(m), weight:7 ton.
Delivery Schedule:
★2. Requirements for Qualification and reference of Bidder: (1) Requirements for Qualification of Bidder: a) If the bidder is an overseas registered company, it shall provide valid company registration certificate If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate shall be provided(all documents within the validity period); b) The manufacturer of the Bid Goods shall pass Quality Management System Certification (such as ISO 9001、ISO14001、ISO18001), and the Bidder shall provide valid Certificate of Quality Management System Certification. c) The Supplier shall provide product certificate from one of the authorized certifying agents (ABS, LR, DNV, BV or CCS) recognized by China Offshore Oil Operation Safety Office for Multiphase Flowmeter.
(2) Requirement for Bidder_EpSingleQuotes_s reference: The SUPPLIER must be a professional manufacturer of multiphase flowmeter or its agent. Supplier_EpSingleQuotes_s multiphase flowmeter shall have been proven performance for no less than two sets in the oil and gas industry, Petrochemical industry, operation for no less than two years (The dimension in venturi of metering pipe section shall not be less than 4 inches, the successful operation time shall not be later than Sep. 24, 2019), unused prototype equipment shall not be acceptable. The Supplier shall submit the Reference List in given form, and provide corresponding documentary evidence, which include as follows: 1) Copies of Sales Contract (including Contract front page, signature page, scope of supply, key technical parameters related pages); and 2) A certificate notice signed by End user to Verify its successful run and/or temporary acceptance certificate signed by End user and/or commissioning report signed by a third party classification society. The corresponding documentary evidence submitted by the Bidder shall at least demonstrate the content show as follows: name of the goods, the quantity supplied, max flow, the successful running time. 3.
