1.中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海油惠州石化有限公司（以下稱為“招標人”）委托，就中海油惠州石化有限公司2200萬噸/年煉油產(chǎn)品結構優(yōu)化及質量升級項目所需部分貨物及相關服務進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

For goods within the PRC customs territory: Project Site in Daya Bay Petrochemical Zone
境外貨物：CIF中國深圳鹽田港
For goods outside the PRC customs territory: CIF Yantian Seaport, Shenzhen, P. R. China
2.對投標人的資格、業(yè)績以及證書要求：
Requirements for Qualification, Reference and Classification of Bidder:
（1）資格要求
Requirements for Qualification of Bidder
投標人應為所投貨物的制造商(包括制造廠商所在集團公司內(nèi)負責銷售的公司）。如果投標人是制造廠商所在集團公司內(nèi)負責銷售的公司，應提供聲明，說明投標人與制造廠商隸屬同一集團,負責投標貨物的銷售工作。不接受代理商或貿(mào)易商投標。
The bidder shall be the manufacturer of proposed goods (including the product sales company within the manufacturer_EpSingleQuotes_s group).If the bidder is a company responsible for sales within the manufacturer_EpSingleQuotes_s group, it shall provide a statement stating that the bidder and the manufacturer belong to the same group and are responsible for the sales of the bid goods. The agent or trader bid shall not be accepted.
如果投標人為境內(nèi)注冊公司，需提供有效的營業(yè)執(zhí)照（具備獨立法人資格）復印件，并加蓋公章（以上證明文件在年審有效期內(nèi)）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明。
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license shall be provided (such document within the validity period);
If the bidder is an overseas registered company, it shall provide valid company registration certificate.
（2）業(yè)績要求：
Requirement for Bidder_EpSingleQuotes_s reference:
投標人必須具有在2010年1月1日至2019年12月31日簽署的應用于石油石化行業(yè)工程項目且I/O點數(shù)在3000點以上的SIS系統(tǒng)銷售業(yè)績（至少提供兩個銷售業(yè)績）；
The bidder must have SIS sales performances with I/O points over 3000 for Petroleum and Petrochemical Industry with contract signature date between January 1st, 2010 and December 31, 2019 (the bidder should provide at least 2 sales performances).
投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括但不限于：無價銷售合同影印件（含相關技術附件）。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：項目名稱、I/O點數(shù)、合同簽署時間、貨物名稱等內(nèi)容。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗證項目名稱、I/O點數(shù)、合同簽署時間、貨物名稱等內(nèi)容的，均視為無效業(yè)績。
The bidder should submit the performance references and furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: photocopies of un-priced sales contract (including technical appendix). The evidentiary documents provided by Bidder shall as least demonstrate the contents as follows: project name, I/O points， signature date of contract, goods name, etc. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate project name, I/O points，signature date of contract and goods name , the relevant reference will be deemed unvalid.
3）證書要求
Requirement for certification:
本項目配備的SIS系統(tǒng)應符合IEC61508或DIN V19250標準。
The bid goods of SIS should meet the criterion of IEC61508 or DIN V19250.
本項目配備的SIS（包括控制站和全部板卡）的安全等級應取得IEC61508 SIL3級認證，投標時應提供證書復印件。
The safety level of SIS(including control station and all of the board card)should obtain the certification of IEC61508 SIL3. The bidder should provide copy of SIL3 certificate.
3. 有興趣的投標人可通過以下方式獲取招標文件：從2021年2月8日開始至2021年2月20日止，請登錄中國海洋石油總公司采辦業(yè)務管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標文件，不可參加投標。另外，投標人還需要在中國國際招標網(wǎng)（http://www.chinabidding.com/）注冊成功并通過平臺審核。
The interested Bidders may obtain the bidding document by followingmethod: Please login at CNOOC Procurement OperationSystem (https://buy.cnooc.com.cn) on the page ofInvitation for bid for purchasing Bidding document from Feb.8, 2021 to Feb 20, 2021. For the first time of login, aregistration (free ofcharge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The wholepurchasing process must be operated online and offlinepayment will not be accepted. After successful payment of RMB2000.00 or USD350.00 for each copy of Bidding documents which isnon-refundable, Bidder maydownload the Bidding documents. Bidder fails to purchaseBidding documents online is not eligible to bid.
In addition, the bidder need to succeed in the China international biddingnets (http://www.chinabidding.com/) registered and through the platform review.
4．投標文件遞交截止時間和地點：2021年3月2日9：30時，必聯(lián)網(wǎng)（http://www.ebnew.com）或機電產(chǎn)品招標投標電子交易平臺（http://www.chinabidding.com）。
Bids must be delivered to http://www.ebnew.com or http://www.chinabidding.com for submission of bids before 9:30 a.m. (Beijing time) on March 2, 20201 Any bid beyond the required time and date shall be subject for rejection.
5．開標時間：定于2021年3月2日9:30時（北京時間）開標。
Bid-opening place time: Bids will be opened at 9:30 a.m (Beijing time) on March 2, 2021.
6．開標地點：必聯(lián)網(wǎng)（http://www.ebnew.com）或機電產(chǎn)品招標投標電子交易平臺（http://www.chinabidding.com）。
