1．中化建國際招標(biāo)有限責(zé)任公司（以下簡稱“招標(biāo)機(jī)構(gòu)”）受中海石油（中國）有限公司委托，就陵水25-1開發(fā)項(xiàng)目的下列全新貨物和有關(guān)服務(wù)進(jìn)行國際公開招標(biāo)，現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：

項(xiàng)目概況：
陵水 25-1 氣田開發(fā)依托崖城13-1 平臺，通過水下生產(chǎn)系統(tǒng)回接至崖城13-1 已建平臺進(jìn)行處理和外輸，同時新建崖城13-1 PAP 平臺布置新增設(shè)備，與崖城13-1AWA 平臺棧橋相連。

2．業(yè)績和資格要求：
1) 調(diào)節(jié)閥須滿足以下要求：2012 年 1 月 1 日至投標(biāo)截標(biāo)日（以合同簽訂日期為準(zhǔn)），投標(biāo)人所投的控制閥和自力式調(diào)節(jié)閥（包括氮封閥），每類設(shè)備(指下文 a,b,c,d)均應(yīng)具有至少兩個項(xiàng)目在海上油氣生產(chǎn)設(shè)施（浮式生產(chǎn)平臺或固定生產(chǎn)平臺）或海岸沿線的油氣處理終端成功運(yùn)行兩年及以上（從交貨驗(yàn)收合格日期或使用方出具的運(yùn)行時間證明文件起計(jì)）的業(yè)績，同時要求本次投標(biāo)控制閥定位器的品牌需與上述閥門業(yè)績中使用的定位器品牌一致，投標(biāo)人所投的所有調(diào)節(jié)閥的閥門制造地需與上述閥門業(yè)績的閥門制造地一致，投標(biāo)人應(yīng)提供保證書確保本次項(xiàng)目的產(chǎn)品將在與業(yè)績相同的廠家生產(chǎn)。
a) 控制閥尺寸和磅級不低于 16" x 2500LB ；
b) 控制閥尺寸和磅級不低于 1 13/16" x 10000PSI；
c) 自力式調(diào)節(jié)閥尺寸和磅級不低于 8" x 150LB；
d) 氮封閥尺寸和磅級不低于 2" x 150 LB；
投標(biāo)人須提交有效的業(yè)績表和相關(guān)證明文件，包括但不限于（1.合同復(fù)印件相關(guān)章節(jié)，2.用戶現(xiàn)場交貨驗(yàn)收證明文件或用戶使用證明）。業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、貨物名稱(含閥門類別及控制閥定位器品牌型號)、制造商名稱、產(chǎn)地、供貨數(shù)量、設(shè)備所屬油氣生產(chǎn)裝置類型、尺寸和磅級、最終接收證書或用戶使用證明。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗(yàn)證前述信息，均視為無效業(yè)績。
2) 投標(biāo)人應(yīng)承諾自費(fèi)按以下要求對所提供的產(chǎn)品進(jìn)行檢驗(yàn)并獲得檢驗(yàn)證書，新建平臺閥門 （ 位 號 為 PAP-XX-XXXX 或 PAP-PCV-XXXX ）、改造平臺閥門 ( 位 號 為APD-XX-XXXX 或 TS-XX-XXXX 或 APD-PCV-XXXX 或 TS-PCV-XXXX)需取得國家應(yīng)急管理部海洋石油安全生產(chǎn)監(jiān)督管理辦公室（COOOSO）認(rèn)可的其中任 意一家第三方認(rèn)證機(jī)構(gòu)（ABS, DNV, BV，CCS）的檢驗(yàn)證書。
3）要求投標(biāo)人提供的其他資格證明文件：A如果投標(biāo)人為境內(nèi)注冊公司，需提供有效的營業(yè)執(zhí)照（具備獨(dú)立法人資格）、一般納稅人證明/稅務(wù)登記證、組織機(jī)構(gòu)代碼證復(fù)印件，并加蓋公章（以上所有證明文件在年審有效期內(nèi)，按照“三證合一”登記制度進(jìn)行登記的，可僅提供營業(yè)執(zhí)照復(fù)印件）；B如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明。
3．有興趣的合格投標(biāo)人可通過以下方式獲取招標(biāo)文件：
從 2022年7月29日至2022年8月5日止，在中國海油采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn/cbjyweb/）購買招標(biāo)文件（電子版）。投標(biāo)人須在線填寫購買招標(biāo)文件登記表，并在線支付標(biāo)書款至指定賬戶。在線支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價為200元人民幣或30美元（收款人：中化建國際招標(biāo)有限責(zé)任公司，

Project overview:
The development of Lingshui 25-1 gas field relies on Yacheng 13-1 platform and is connected to the established platform of Yacheng 13-1 for treatment and external transport through the underwater production system. Meanwhile, new equipment is arranged on the newly built Yacheng 13-1 PAP platform, which is connected with the trekking bridge of Yacheng 13-1AWA platform.

2. Qualification requirements:
· 1) All the valves need to meet below requirements：2012 to the deadline of bids submission stipulated, the Control Valve and Self-actuated Pressure Regulator (including tank blanketing valves) of each category（refer to a,b,c,d ）provided by bidder should have a record of successful operation of at least two projects on Offshore oil and gas production facilities (floating or stationary production platforms) or oil and gas processing terminals along the coast for two years or more (the signing date of contract is regarded as reference time)
a) For control valve, size and pressure class shall equal to 16" x 2500LB or above.
b) For control valve, size and pressure class shall equal to 1 13/16" x 10000PSI or
above.
c) For Self-actuated pressure regulator, size and pressure class shall equal to 8" x
150LB or above.
d) For tank blanketing valve, size and pressure class shall equal to 2" x 150LB or
above.
2) The BIDDER should promise to arrange inspection of the products supplied and
obtain final inspection certificates at his own cost of the following requirements. THE
valves (Tag number with PAP-XX-XXXX or PAP-PCV-XXXX ) shall obtain the
GOODS inspection certificates from one of the third party certification agency
authorized by COOOSO, i.e. ABS, BV, CCS, DNV.
3）Other qualification documents required from the bidder: A if the bid for domestic registered company, need to provide A valid business license (with independent legal person qualification), average taxpayer prove/tax registration certificate, organization code certificate photocopy, and build official seal (all the above documents, within the validity period of the year of careful in accordance with the "three certificates" registration system to register, can only provide the business license copy); B If the bidder is an overseas registered company, it shall provide valid company registration certificate.
3.
