CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engingeer Co.,Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under JIANGSU LNG Project of CNOOC Petrochemical Engingeer Co.,Ltd by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.對投標(biāo)人的資格、業(yè)績及證書要求：
Requirements for Qualification，reference and Classification of Bidder:
（1）資格要求
Requirements for Qualification of Bidder
A. ★投標(biāo)人必須是具有獨(dú)立法人資格的自動低溫球閥制造商或代理商。
獨(dú)立法人資格要求：如果投標(biāo)人為境內(nèi)注冊公司，需提供有效的營業(yè)執(zhí)照（具備獨(dú)立法人資格）、一般納稅人證明/稅務(wù)登記證、組織機(jī)構(gòu)代碼證復(fù)印件，并加蓋公章（以上所有證明文件在年審有效期內(nèi)）；如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明。
Bidder shall be manufacturer or authorized agent designated by manufacturer with the qualification of independent legal entity of Cryogenic Pneumatic Ball Valves.
If the bidder is a domestically registered company, it is required to provide a valid business license (with independent legal person status), general taxpayer certificate/tax registration certificate, a copy of the organization code certificate, and affix the official seal (all the above certificates are within the validity period of the annual review) ); if the bidder is an overseas registered company, a valid company registration certificate is required.
B. ★代理商要求：如果投標(biāo)人所投的貨物不是投標(biāo)人自己制造的，投標(biāo)人應(yīng)得到貨物制造商的同意以及證明其在本次投標(biāo)中唯一提供該貨物的正式授權(quán)書，本次投標(biāo)的產(chǎn)品須為同一品牌。
If the goods is not manufactured by bidder, the bidder shall be duly authorized by the goods' Manufacturer to supply the goods solely in this bidding, and the products in this bidding must be of the same brand.
C.★投標(biāo)人應(yīng)在投標(biāo)時提供閥門制造商的以下三類認(rèn)證有效證書復(fù)印件，若認(rèn)證證書包含本次招標(biāo)產(chǎn)品的尺寸、壓力等級一種或幾種參數(shù)，則其證書中的相應(yīng)參數(shù)須覆蓋本次招標(biāo)的產(chǎn)品對應(yīng)最高參數(shù)要求，證書認(rèn)證的制造商名稱應(yīng)與其所提供業(yè)績的制造商名稱、此次投標(biāo)貨物的制造商名稱一致：
Bidders should provide copies of the following three types of valid certificates of the valve manufacturer when biding. If the certificate contains one or more parameters of the size and pressure level of the product in this bidding, the corresponding parameters in the certificate must cover the requirements of this bidding. The product corresponds to the highest parameter requirements. The name of the manufacturer certified by the certificate should be consistent with the name of the manufacturer of the performance provided by it, and the name of the manufacturer of the goods in this bidding:
1) 壓力設(shè)備認(rèn)證證書：制造商應(yīng)具有中國國家質(zhì)監(jiān)局頒發(fā)的特種設(shè)備制造許可證（A2(2)級）、特種設(shè)備型式試驗(yàn)證書和壓力設(shè)備(PED)認(rèn)證證書中的至少一種，且所有證書均應(yīng)在有效期內(nèi)；
Pressure equipment certification：The manufacturer should have at least one certificate through the Manufacturer license of Special Equipment People’s Republic of China issued by General Administration of Quality Supervision (Certificate level for cryogenic valves:A2(2)),Certificate for Type Test of Specific Equipment and certificate for pressure equipment（PED）, and the certification should be within the period of validity.
2) 防火認(rèn)證證書：制造商應(yīng)具有API607或API 6FA或ISO10497防火證書，認(rèn)證機(jī)構(gòu)應(yīng)為Lloyd's、BV或DNV等。
Fire safe certification：Vendor should provide API 607 or API 6FA or ISO10497 fire test certification offered by Lloyd's, BV, DNV , etc.
3) 低泄漏認(rèn)證證書：閥門必須具備可靠的外密封性能，應(yīng)至少達(dá)到TA-LUFT或ISO 15848-1的要求，并提供相關(guān)測試的TA-LUFT證書或ISO 15848 PART 1的認(rèn)證。
Leakage certifaction：Valves shall have a reliable outside sealing performance and meet the requirements of TA-LUFT or ISO 15848-1. VENDOR shall provide TA-LUFT certificate or ISO 15848 PART 1.
D. ★制造商應(yīng)具有API 6D認(rèn)證，且證書應(yīng)在有效期內(nèi)，投標(biāo)時提供有效證書復(fù)印件。
The manufacturer shall have valid API 6D certification.The certificate should be within the validity period, copies of valid certificates shall be provied when bidding.
E.★制造商須提供ESDV閥門、執(zhí)行機(jī)構(gòu)如TUV或者Exida等權(quán)威機(jī)構(gòu)出具不低于 SIL2等級認(rèn)證證書，證書在有效期內(nèi)，投標(biāo)時提供有效證書復(fù)印件。制造商須提供電磁閥如TUV或者Exida等權(quán)威機(jī)構(gòu)出具不低于 SIL3等級認(rèn)證證書，證書在有效期內(nèi)，投標(biāo)時提供有效證書復(fù)印件。
The manufacturer shall provide ESDV valves and actuators such as TUV or Exida with certifications not less than SIL2and the certificate is within the validity period, copies of valid certificates shall be provied when bidding.The manufacturer shall provide solenoid such as TUV or Exida with certifications not less than SIL3 and be within the validity period, Provide copies of valid certificates when bidding.
F. ★防爆電氣產(chǎn)品滿足國家市場監(jiān)督管理總局公告〔2019年第34號〕《市場監(jiān)管總局關(guān)于防爆電氣等產(chǎn)品由生產(chǎn)許可轉(zhuǎn)為強(qiáng)制性產(chǎn)品認(rèn)證管理實(shí)施要求的公告》的要求，須在供貨時提供CCC認(rèn)證證書。
The explosion-proof electrical products meet the requirements of the announcement of the State Administration of market supervision [No. 34 in 2019] 《notice of the State Administration for Market Regulation about explosion-proof electrical products change from production license to compulsory product certification》. And China Compulsory Certification shall be supplied when delivery.
G. ★電磁閥、限位開關(guān)須提供由國家授權(quán)的質(zhì)量監(jiān)督檢驗(yàn)機(jī)構(gòu)頒發(fā)的防爆合格證。電磁閥、限位開關(guān)的防爆等級不低于ExdⅡBT4，防護(hù)等級不低于IP66。
Solenoid valves and limits witches must provide explosion-proof certificates issued by quality supervision and inspection agencies authorized by the state. The explosion-proof level of the solenoid valve and limit switch is not lower than ExdⅡBT4, and the protection level is not lower than IP66.
H ★產(chǎn)地要求
投標(biāo)人所報的本次招標(biāo)低溫球閥（包括閥門本體、主要部件）的原產(chǎn)地和制造商應(yīng)與所提供業(yè)績中的低溫球閥（包括閥門本體、主要部件）原產(chǎn)地以及制造商一致，且所投本次招標(biāo)低溫球閥（包括閥門本體、主要部件）應(yīng)在其原產(chǎn)地工廠進(jìn)行生產(chǎn)和檢驗(yàn)，不得委托加工。投標(biāo)人提交能體現(xiàn)原產(chǎn)地和制造商的業(yè)績證明文件，包括1.合同復(fù)印件或2.報關(guān)單或3.原產(chǎn)地證明或4. BV、DNV、勞氏等國際知名第三方檢驗(yàn)機(jī)構(gòu)出具的報告，例如出廠檢驗(yàn)報告、制造過程檢驗(yàn)報告等。
Origin requirements
The original place and manufacturer of cryogenic ball valves(including the valve body and main component) of the bidder’s quotation shall be in accord with the original place and manufacturer of the cryogenic ball valves(including the valve body and main component) of the offered performance. And the cryogenic ball valves(including the valve body and main component) of the bidder’s quotation shall be manufactured and tested in the plant of the original place, OEM is forbidden.The bidder shall submit the performance certification documents that can reflect the origin and manufacturer, including 1. a copy of the contract or 2. a customs declaration or 3. a certificate of origin or 4. BV, DNV, Lowe's and other internationally renowned third-party inspection agencies issued Reports, such as factory inspection reports, manufacturing process inspection reports, etc.
I ★質(zhì)量保證要求
制造商應(yīng)提供ISO9001質(zhì)量管理體系認(rèn)證證書，且證書在有效期內(nèi)。代理商投標(biāo)時應(yīng)提供所代理的產(chǎn)品制造商的ISO證書。
業(yè)主保留按ITP要求直接從中國派遣第三方檢驗(yàn)人員對任一重要質(zhì)量控制點(diǎn)（如閥門主要胚件生產(chǎn)廠、閥門主要部件加工廠、閥門部件組裝廠、閥門測試廠等）進(jìn)行見證性檢驗(yàn)的權(quán)利。
QA Requirement
Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid.The agent shall have the ISO certificate of the product manufacturer.
The purchaser reserves the right to send third-party inspector from China to witness inspection of any important quality control point(such as valve main rough cast manufacture plant,valve main parts manufacture plant, valve main parts assembly plant, valve testing plant and so on) according to the ITP.
（2）業(yè)績要求：
自2011年1月1日至投標(biāo)截止日，投標(biāo)人所投產(chǎn)品應(yīng)具有在中國境內(nèi)LNG接收站項(xiàng)目深冷球閥的供貨業(yè)績,應(yīng)同時滿足以下兩點(diǎn)：
1、提供的業(yè)績中包含至少有2臺尺寸≥14”磅級 ≥1500LB深冷球閥；
2、提供的業(yè)績中單個合同中尺寸≥10”且磅級≥1500LB的深冷球閥數(shù)量不少于10臺。
Requirement for Bidder Single Quotes_s reference:
From January 1, 2011 to the deadline for bidding, the products submitted by the bidders should have the supply performance of cryogenic ball valves in the LNG receiving station project in China, and should meet the following two points at the same time:
1. The performance provided includes at least 2 cryogenic ball valves of size ≥14" pound class ≥1500LB;
2. The number of cryogenic ball valves in a single contract with a size ≥ 10" and a pound class ≥1500LB in the performance provided shall not be less than 10 sets.
投標(biāo)人須提交有效的業(yè)績表和相關(guān)證明文件，業(yè)績證明文件至少包括1.合同復(fù)印件相關(guān)章節(jié)和2.到貨驗(yàn)收材料。業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、貨物名稱及類型（深冷球閥）、項(xiàng)目名稱（LNG接收站項(xiàng)目）、供貨數(shù)量、閥門尺寸、磅級。所提供的業(yè)績應(yīng)為正常的批量供貨的成熟產(chǎn)品業(yè)績，不應(yīng)包含研發(fā)試制、試驗(yàn)等非常規(guī)業(yè)績。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗(yàn)證前述業(yè)績信息，均視為無效業(yè)績。
The bidder must submit a valid performance form and relevant certification documents. The performance certification documents shall at least include 1. Relevant chapters of the copy of the contract and 2. Arrival acceptance materials. The performance certification documents must at least reflect the following contents: the time when the contract was signed, the name and type of the goods ( cryogenic ball valve), project name (LNG terminal project） , supply quantity, valve size, and pound class. The performance provided should be the performance of mature products supplied in normal batches, and should not include unconventional performance such as R&D trial production, test. Failure to submit performance certification documents, or the performance certification documents provided cannot verify the aforementioned performance information, will be regarded as invalid performance.
3. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2022年7月12日開始至2022年7月19日止，請登錄中國海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊（免費(fèi)），注冊成功后，方可購買招標(biāo)文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標(biāo)文件，不可參加投標(biāo)。另外，投標(biāo)人還需要在中國國際招標(biāo)網(wǎng)（http://www.chinabidding.com/）注冊成功并通過平臺審核。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from July 12, 2022 to July 19, 2022. For the first time of login, aregistration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The who lepurchasing process must be operated online and off line payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
In addition, the bidder need to succeed in the China international bidding nets (http://www.chinabidding.com/) registered and through the platform review.
4.投標(biāo)文件遞交截止時間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2022年8月2日上午9:30（北京時間）前遞交至北京市東城區(qū)東直門外小街6號海油大廈四層會議室。在此時間后收到的投標(biāo)文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room, CNOOC Tower, No. 6 Dong zhi men wai xiao jie, Dong cheng District,Beijing100027, P. R. China at or before 9:30 am (Beijing Time) on August 2, 2022. Any bid beyond the required time and date shall be subject for rejection.
