項(xiàng)目概況：
墾利6-1油田位于渤海灣南部。墾利6-1油田5-1、5-2、6-1區(qū)塊開(kāi)發(fā)項(xiàng)目包括新建6座無(wú)人平臺(tái)KL6-1WHPB~G，1座中心平臺(tái)KL6-1CEP和BZ35-2CEPA棧橋連接。KL6-1CEP處理井口平臺(tái)KL6-1WHPB~G、BZ35-2CEPA以及BZ29-6來(lái)液。處理成合格原油后經(jīng)過(guò)新建海底管道由KL6-1 CEP輸送至KL3-2 CEPA，最終輸送到東營(yíng)終端。
交貨期：國(guó)內(nèi)交貨要求2022年2月16日到達(dá)山東青島海工場(chǎng)地,國(guó)外交貨要求2022年1月31日CIF青島港。

2.資格標(biāo)準(zhǔn)：
★注水泵應(yīng)為軸向剖分多級(jí)離心泵（BB3）。
★注水泵橇需按照《海上固定平臺(tái)安全規(guī)則》的要求進(jìn)行設(shè)計(jì)、制造、認(rèn)證和檢驗(yàn)。投標(biāo)人應(yīng)委托國(guó)家安全生產(chǎn)監(jiān)督管理總局海洋石油作業(yè)安全辦公室（COOOSO）認(rèn)可的船級(jí)社（ABS，Lloyd’s，DNV，CCS，BV）對(duì)注水泵設(shè)備整體進(jìn)行檢驗(yàn)并獲得檢驗(yàn)證書(shū)。
★投標(biāo)人所投標(biāo)的注水泵橇應(yīng)為制造商（即泵的制造商及泵橇的成橇商）的成熟產(chǎn)品，買(mǎi)方不接受新試制產(chǎn)品。制造商應(yīng)具有至少1個(gè)項(xiàng)目（限2010 年1 月1 日之后簽訂的合同，BB3泵型、排量≥300m3/h、揚(yáng)程≥1000m）在海洋石油平臺(tái)或FPSO運(yùn)行2年及以上（從調(diào)試驗(yàn)收?qǐng)?bào)告簽字日期或使用方出具的運(yùn)行時(shí)間證明文件起計(jì)）的業(yè)績(jī)。并提供相應(yīng)的書(shū)面材料（書(shū)面材料是指:合同及調(diào)試驗(yàn)收?qǐng)?bào)告或合同及使用方出具的有效證明文件）；上述文件中如未包含設(shè)備的揚(yáng)程、排量、所在設(shè)施的名稱(chēng)及使用方信息，投標(biāo)人應(yīng)提供有效說(shuō)明文件。為核實(shí)投標(biāo)人業(yè)績(jī)，在授予合同前招標(biāo)人有權(quán)要求投標(biāo)人進(jìn)一步提供相關(guān)證明資料，包括但不限于技術(shù)協(xié)議或技術(shù)澄清紀(jì)要、圖紙和計(jì)算書(shū)等技術(shù)文件、第三方船級(jí)社出具證書(shū)、發(fā)票、銀行進(jìn)賬單/流水單、進(jìn)出口報(bào)關(guān)單據(jù)等。投標(biāo)人無(wú)法提供相關(guān)材料的，將視為無(wú)效業(yè)績(jī)。
3. 有興趣的合格投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：
從2021年7月21日開(kāi)始至2021年7月29日止，在中國(guó)海油采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn/cbjyweb/）購(gòu)買(mǎi)招標(biāo)文件（電子版）。投標(biāo)人須在線填寫(xiě)購(gòu)買(mǎi)招標(biāo)文件登記表，并在線支付標(biāo)書(shū)款至指定賬戶。在線支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或300美元（收款人：中化建國(guó)際招標(biāo)有限責(zé)任公司，美元開(kāi)戶行：Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch，美元賬號(hào)：0200000709117000351，SWIFTCODE: ICBKCNBJBJM），售后不退。

1. CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Overview: The KL6-1 oil field is located in the south sea of Bohai Bay.The development project of KL6-1 oil field block 5-1&5-2&6-1 consists of 6 unmanned platform KL6-1 WHPB~WHPG, 1 central platform KL6-1 CEP connected with BZ35-2 CEPA by bridge. KL6-1 CEP treats the well fluids from wellhead platform KL6-1 WHPB ~WHPG, BZ35-2 CEPA and BZ29-6 oil field. Qualified crude oil will transport to KL3-2 CEP via a new subsea pipeline, then finally transport to Dongying terminal.
Delivery Schedule:
From within PRC：February 16, 2022 of Construction Site of Qingdao, Shandong.
From outside PRC：January 31, 2022 of Qingdao Seaport, Shandong.

2. Qualification Requirements:
★The water injection pump shall be Axial split multistage centrifugal pump.
★The Water Injection Pump Skid shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC (SETC). Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of Water Injection Pump Skid from one of the certifying agencies authorized by COOOSO, which are ABS, LIoyd_EpSingleQuotes_s, DNV,CCS, BV.
★The Water Injection Pump Skid provided by BIDDER shall be the mature products of the manufacturers (Should be the Pump manufacturer and the skid assemble manufacturer), the newly trial products would not been accepted. The products provided by Manufacturer shall have at least 1 projects (Limited to signing the contract after January 1, 2010, BB3 type, Capacity ≥300m3/h, Pump head ≥1000m) of two years or more of successful performance (from the date of commissioning acceptance report or the certificate issued by the user) on the Offshore Oil Platform or FPSO. The BIDDER shall provide the relevant supporting documents (contract and commissioning acceptance report or contract and the effective certificate issued by the user). If the pump head, pump capacity, the name of the facility and the user_EpSingleQuotes_s information are not included in the above documents, the bidder shall provide the valid documentation. In order to verify the performance of BIDDER, the Tenderee shall have the right to request the bidder to provide further relevant supporting information before the contract is awarded. Including but not limited to, technical documents such as technical agreement, technical clarification notes, drawings and calculations etc., certificate approved by the third party classification society, invoice, bank statements/slip, import and export customs declaration etc. If the BIDDER is unable to provide relevant materials, it will be regarded as invalid performance.
3.
