1.中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機構(gòu)”）受中海石油寧波大榭石化有限公司（以下稱為“招標(biāo)人”）委托，就大榭石化產(chǎn)品升級改擴建工程項目45萬噸/年聚丙烯裝置2套擠壓造粒機組進行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd.(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Co., Ltd.(hereinafter referred to as “Tenderee” ), intends to purchase Two Sets of Extruder and Pelletizer System of 450 Kt/a Polypropylene Plant of Daxie Petrochemical Products Upgrading and Expansion Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.
貨物名稱：45萬噸/年聚丙烯裝置擠壓造粒機組
Name of Goods: Extruder and Pelletizer System of 450 Kta Polypropylene Plant
數(shù)量：2套
Quantity: Two sets
規(guī)格：每套機組的負(fù)荷為73.5 t/h，產(chǎn)品熔指范圍在0.2-80g/10’之間
Specifications: The capacity of one set is 73.5t/h ，MFR range between 0.2-80g/10’
交貨期Delivery Schedule:
境內(nèi)貨物：合同簽訂后82周（貨到項目現(xiàn)場時間）
For goods within the PRC customs territory: within 82 weeks after signing the contract (arrival date to the jobsite)
境外貨物: 合同簽訂后76周（提單發(fā)貨時間）
For goods outside the PRC customs territory: within 76 weeks after signing the contract (departure date on the Bill of Lading)
交貨地點Destination of delivery：
境內(nèi)貨物：大榭項目現(xiàn)場
For goods within the PRC customs territory: Project Site in Daxie
境外貨物：CIF中國寧波港
For goods outside the PRC customs territory: CIF Ningbo Seaport, P. R. China
2.對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder:
投標(biāo)人應(yīng)為投標(biāo)設(shè)備的制造商。本次招標(biāo)不接受代理商投標(biāo)。
The bidder shall be the manufacturer of the bidding equipment. Bid by Agent is not accepted.
（2）業(yè)績要求：

2017年1月1日至投標(biāo)截止日，投標(biāo)人所投產(chǎn)品應(yīng)具有不少于2臺（套）應(yīng)用于聚丙烯項目（聚丙烯裝置規(guī)模不低于45萬噸/年），且均滿足單臺處理量不小于73.5噸/小時技術(shù)要求的聚丙烯裝置擠壓造粒機組貨物運行業(yè)績（運行業(yè)績時間為投入運行時間或調(diào)試驗收時間）。
The bidding equipment shall have at least two sets of application reference of the capacity not less than 73.5t/h per machine in Polypropylene plant （not less than 450kt/h）, Operation certificate or Commissioning acceptance certificate signed from January 1, 2017 to the bidding deadline should be provided.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復(fù)印件（含相關(guān)技術(shù)附件，并至少體現(xiàn)以下內(nèi)容：合同首頁、簽字頁、貨物名稱-聚丙烯裝置擠壓造粒機組、供貨數(shù)量、項目類別-聚丙烯項目、項目規(guī)模-不小于45萬噸/年、單臺處理量不小于73.5噸/小時技術(shù)要求），和用戶出具的投入運行證明文件或用戶出具的調(diào)試驗收文件。用戶出具的投入運行證明文件或用戶出具的調(diào)試驗收文件應(yīng)體現(xiàn)運行時間或調(diào)試驗收時間。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件未體現(xiàn)上述信息的，均視為無效業(yè)績。
Bidder shall furnish Reference List in given form, and provide corresponding documentary evidence. The documentary evidence of performance shall include but not limited to: copy of sales contract (including relevant technical attachments, and first page of Contract, signature page, name of goods - Extruder and Pelletizer System of Polypropylene Plant, quantity of goods, type of project - Polypropylene Plant，scale of project - not less than 450 Kta and technical requirements of the capacity not less than 73.5t/h per machine shall be demonstrated at least), and operation certificate and commissioning acceptance certification materials provided by users. The operation certification documents provided by the user must reflect operation time or commissioning acceptance time.
If the performance certification documents are not submitted, or the performance certification documents provided cannot demonstrate the above information, the performance shall be deemed invalid.
3.有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2022年6月16日開始至2022年6月23日止，請登錄中國海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標(biāo)文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標(biāo)文件，不可參加投標(biāo)。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from June 16, 2022 to June 23, 2022. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4.投標(biāo)文件遞交截止時間和地點：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2022年7月7日上午9:30（北京時間）前遞交至北京市東城區(qū)東直門外小街6號海油大廈4樓會議室。此時間后收到的投標(biāo)文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing 100027, P. R. China at or before 9:30 am (Beijing Time) on July 7, 2022. Any bid beyond the required time and date shall be subject for rejection.
5.開標(biāo)時間：2022年7月7日上午9:30時（北京時間）
Bid opening time: 9:30 am (Beijing Time) on July 7,2022.

This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com) ，China Procurement and Tendering website (http://www.chinabidding.com.cn）and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.
