中化建國際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海殼牌石油化工有限公司（以下稱為“招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對投標(biāo)人的資格和業(yè)績要求：

A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；
A. The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 本次招標(biāo)不接受代理商投標(biāo)。投標(biāo)人應(yīng)是投標(biāo)貨物的制造商（包括制造商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司）。如果投標(biāo)人是制造商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司，應(yīng)提供聲明，說明投標(biāo)人與制造商隸屬同一集團(tuán)，負(fù)責(zé)投標(biāo)貨物的銷售工作。
B. Bid by Agent is not accepted. The bidder shall be the manufacturer of bid goods (including companies responsible for sales within the manufacturer's group). If the Bidder is a company in charge of sales within the manufacturer's group, a statement should be provided indicating that the Bidder and the manufacturer belong to the same group and are responsible for the sale of the bid Goods.

（2）資質(zhì)要求及證明文件 Requirements of Qualification of Bidder and Certificate
特種設(shè)備證書 ：投標(biāo)人須提供制造商的《中華人民共和國特種設(shè)備生產(chǎn)許可證》-壓力容器制造A2級及以上資質(zhì)，且證書在有效期內(nèi)。
Special Equipment License: Bidder shall provide manufacturer's “special equipment production license of the people's Republic of China” -Pressure Vessel Manufacturing Grade A2 and above Qualification Certificate, and the certificate shall be within the validity period.
（3）業(yè)績要求Requirement for Bidder's reference:
2014年1 月1 日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少1項(xiàng)螺旋折流板換熱器的供貨業(yè)績，且須滿足設(shè)備直徑不小于2000mm、結(jié)構(gòu)形式為填料函式的技術(shù)要求。（如果投標(biāo)人為制造商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司，應(yīng)提供該制造商的業(yè)績）。
From January 1, 2014 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the bidder’s bid goods shall have at least 1 supply contracts performance of Helixchanger heat exchangers, and must meet the technical requirement that the diameter of the equipment is not less than 2000mm and the structure is of stuffing box type.（If the Bidder is a company in charge of sales within the manufacturer's group, the manufacturer's performance should be provided.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽字頁、制造商名稱、貨物名稱（螺旋折流板換熱器）、設(shè)備直徑、結(jié)構(gòu)形式（填料函式）及到貨驗(yàn)收材料。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract and 2) acceptance evidence of goods delivery. The reference evidence documents furnished by Bidder must as least demonstrate the content as follows: date of signing contract, page of contractact signature, name of manufacturer, name of Goods (Helixchanger heat exchanger), diameter of the equipment, type of structure (stuffing box) and acceptance evidence of goods delivery.
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時(shí)間、合同簽字頁、制造商名稱、裝置名稱、貨物名稱、設(shè)計(jì)能力，均視為無效業(yè)績。 未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱（螺旋折流板換熱器）、設(shè)備直徑、結(jié)構(gòu)形式（填料函式），均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate date of signing contract, page of contractact signature, name of manufacturer, name of Goods (Helixchanger heat exchanger), diameter of the equipment, type of structure (stuffing box), the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from December 16, 2024 to December 23, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. 5. 投標(biāo)文件遞交截止時(shí)間和方式：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2025年1月7日上午9:30（北京時(shí)間）前線上提交至中國國際招標(biāo)網(wǎng)站（http://www.chinabidding.com）。在此時(shí)間后收到的投標(biāo)文件恕不接受。
The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 9:30 am (Beijing Time) on January 7, 2025. Any bid beyond the required time and date shall be subject for rejection.

After obtaining the bidding documents, the bidder shall log on the trading platform of bidding and tendering for mechanical and electrical products to handle the CA lock, which is convenient for online bidding.For consultation, the whole process can be operated by 4000606000-1.

Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .
10. 提示Notes
投標(biāo)人進(jìn)入開標(biāo)大廳后，需要進(jìn)行簽到操作，等待開標(biāo)主持人指令。允許解密后，投標(biāo)人點(diǎn)擊解密按鈕進(jìn)行解密投標(biāo)文件（需解密前在電腦上插入當(dāng)前賬號綁定的CA），輸入正確的CA密碼。（請注意：如投標(biāo)人未在投標(biāo)截止時(shí)間/開標(biāo)時(shí)間前進(jìn)行簽到，原則上將無法進(jìn)行解密，將被視為撤回其投標(biāo)文件。）
The bidder need to sign in and wait for instruction issued by the host after entering the virtual bid opening hall online. After the decryption is allowed, the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password. (PS: The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)
投標(biāo)文件解密時(shí)限為60分鐘。投標(biāo)人未在上述解密時(shí)限內(nèi)完成解密視為解密失敗，根據(jù)？電子招標(biāo)投標(biāo)辦法？的規(guī)定，視為投標(biāo)人撤回投標(biāo)文件。
The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.
投標(biāo)人對開標(biāo)有異議的，應(yīng)當(dāng)在開標(biāo)現(xiàn)場提出，招標(biāo)人當(dāng)場做出答復(fù)，并制作記錄。未在線上開標(biāo)現(xiàn)場提出的開標(biāo)異議，不予受理。
Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
