一、招標(biāo)條件Tendering Conditions
招標(biāo)人為中石油管道局東非原油外輸管道EPC項(xiàng)目部，項(xiàng)目資金來源已落實(shí)。本招標(biāo)項(xiàng)目已按要求履行了相關(guān)報(bào)批及備案等手續(xù)，具備招標(biāo)條件，現(xiàn)進(jìn)行公開招標(biāo)。
The project has implemented relevant procedures according to rules, regulations, and laws .as well as the capital has been /confirm/ied. Now we hereby invite your esteemed company to participate in this bid. The tenderee is China Petroleum Pipeline Engineering Company Ltd East African Crude Oil Pipeline EPC Project Department.
二、項(xiàng)目概況與招標(biāo)范圍 Project Overview and Tendering Scope
2.1項(xiàng)目概況：東非原油外輸管道EPC項(xiàng)目起點(diǎn)于烏干達(dá)Tilenga CPF（聯(lián)絡(luò)線起點(diǎn)），止于坦桑尼亞 Tanga港，總長(zhǎng)1539km，其中：干線1443km，聯(lián)絡(luò)線96km。烏干達(dá)境內(nèi)392km， 坦桑尼亞境內(nèi)1147km；全線泵站6座，減壓站2座，閥室82座，電伴熱站20座（與閥室合建17座，單獨(dú)建設(shè)3座）。該項(xiàng)目業(yè)主為道達(dá)爾勘探開發(fā)公司（上游，聯(lián)絡(luò)線部分）與道達(dá)爾東非中游公司。計(jì)劃工期為27個(gè)月。
East African Crude Oil Pipeline EPC Project starts from Tilenga CPF, Uganda (starting point of contact line) and ends at Tanga Port, Tanzania, with a total length of 1,539km, including 1,443km trunk line and 96km connection line. 392km in Uganda and 1147km in Tanzania; There are 6 pump stations, 2 decompression stations, 82 valve rooms and 20 electric tracing stations (17 jointly built with valve rooms and 3 separately built). The project is owned by Total E&P (upstream, link line) and Total East Non-Midstream. The planned construction period is 27 months.

2.3 交貨地點(diǎn) Delivery place
買方指定交貨地點(diǎn)（河北省廊坊市和平路17號(hào)）人民幣交貨價(jià)（含13%增值稅）

2.4 交貨期 Delivery time
供貨商提供最短交貨期，但不得超過3個(gè)月（不含春節(jié)假期）。
The supplier shall provide the shortest delivery time,But not exceeding 3 months (excluding the Spring Festival holiday)
三、投標(biāo)人資格要求 Bidder qualification requirement
3.1 本次招標(biāo) 不接受 聯(lián)合體投標(biāo)。
Bids from joint venture are not accepted.
3.2本項(xiàng)目的投標(biāo)人須具有獨(dú)立法人資格，為此項(xiàng)目的生產(chǎn)、制造、安裝、調(diào)試的制造商，對(duì)其提供的貨物和服務(wù)負(fù)全面責(zé)任。在法律和財(cái)務(wù)上獨(dú)立，合法運(yùn)作并獨(dú)立于招標(biāo)人（招標(biāo)機(jī)構(gòu)）。
The Tenderer shall be a manufacturer who specified by owner and who possesses independent legal personality, has independence in law and finance and operates legally and shall take full responsibility to the goods and service.The bidder shall have independence in law and finance and operates legally and independent of the tenderer (tendering agency).
3.3 本次招標(biāo)要求投標(biāo)人須提供制造商 ISO相關(guān)體系認(rèn)證（有效ISO9001、ISO14001,ISO18001/ISO45001證書）及相關(guān)企業(yè)資質(zhì)（包括但不限于營(yíng)業(yè)執(zhí)照或注冊(cè)證書等）, 具有與本招標(biāo)項(xiàng)目相應(yīng)的供貨能力。
The bidders should have ISO 9001 quality assurance system certification and enterprise qualification (including but not limited to business license or registration certificate, etc.), have the corresponding supply capacity for this bidding project.
3.4財(cái)務(wù)要求：
提供 3 年度（2021-2023）財(cái)務(wù)報(bào)告，經(jīng)會(huì)計(jì)師事務(wù)所或?qū)徲?jì)機(jī)構(gòu)審計(jì)的財(cái)務(wù)會(huì)計(jì)報(bào)表（未完成2023年財(cái)務(wù)審計(jì)的可提供2020-2022年的財(cái)務(wù)審計(jì)報(bào)告），包括但不限于資產(chǎn)負(fù)債表、現(xiàn)金流量表、利潤(rùn)表和財(cái)務(wù)情況說明書（或報(bào)表附注）的復(fù)印件。不存在進(jìn)入清算程序、被宣告破產(chǎn)或其他喪失履約能力的情形；成立日期晚于要求年份的，從成立年起計(jì)算。
Financial requirement: The bidder should provide financial reports for 3 years(2021-2023), including but not limited to balance sheets(If the financial audit for 2023 has not been completed, the financial audit report for 2020 to 2022 can be provided), cash flow statements, income statements and financial statements.The reports should be audited by accounting firms or institutions. The bidder should not be in the situation of bankrupt or unable to perform the contract; If the date of establishment is later than 2019, it shall be counted from the year of establishment.
3.5 信譽(yù)要求：Credit requirements(Applicable to Chinese Bidders):
在國(guó)家企業(yè)信用信息公示系統(tǒng)（http://www.gsxt.gov.cn)、信用中國(guó)網(wǎng)站（www.creditchina.gov.cn）未被列入嚴(yán)重違法失信企業(yè)名單或失信被執(zhí)行人名單。
The bidder has not been listed in the serious illegal and trust-breaking enterprises or trust-breaking enforcement list In the National Enterprise Credit Information Publicity system (http://www.gsxt.gov.cn)and credit China website (www.creditchina.gov.cn)
3.6其它要求：
投標(biāo)人（制造商）近三年在中國(guó)石油天然氣集團(tuán)有限公司/中國(guó)石油管道局工程有限公司所屬項(xiàng)目中無(wú)重大質(zhì)量事故、安全事故，且與CPP無(wú)法律糾紛，需提供承諾函。
Bidders (manufacturers) have not experienced major quality and safety accidents in the past three years, and a commitment letter is required.
投標(biāo)人應(yīng)為閥門制造商且為中石油庫(kù)內(nèi)供應(yīng)商，能源一號(hào)網(wǎng)入網(wǎng)狀態(tài)應(yīng)為：“正常”。
投標(biāo)人開標(biāo)當(dāng)日未被中國(guó)石油天然氣集團(tuán)有限公司/中國(guó)石油管道局工程有限公司列入黑名單、暫停或取消投標(biāo)人資格。
四、招標(biāo)文件的獲取 Acquisition of Tendering documents

The price of bidding documents is: RMB 200/package, non- refundable.The time of selling bidding documents is from 8:00:00 on December 14, 2024 to 23:59:59 on December 20 2024, (Beijing time, the same below). 5.3 逾期送達(dá)的、未送達(dá)指定地點(diǎn)的或者不按照招標(biāo)文件要求密封的投標(biāo)文件，招標(biāo)人將予以拒收。逾期傳送至電子招標(biāo)投標(biāo)交易平臺(tái)的投標(biāo)文件，電子招標(biāo)投標(biāo)交易平臺(tái)予以拒收。
The bidding document will be rejected, if the bidding documents are deliveredare exceed the specified time, are not send to the designated place, or are not sealed in accordance with the requirements of the solicitation documents. If the bidding document did not upload to the E-tendering&bidding trading platform within the time limit, the platform will reject the bidding.
5.4 本次招標(biāo)采取網(wǎng)上電子版提交的方式，以網(wǎng)上電子版為準(zhǔn)，不接受紙質(zhì)版投標(biāo)文件。
