國(guó)內(nèi)：天津塘沽建造基地；
國(guó)外：中國(guó)天津港（進(jìn)口貨物）。
2．業(yè)績(jī)和資格要求：
（1）★投標(biāo)人所投標(biāo)的油中含水（微波測(cè)量法）和水中含油分析儀（紫外熒光測(cè)量法）應(yīng)為制造廠家的成熟產(chǎn)品，買(mǎi)方不接受新試制產(chǎn)品。在投標(biāo)截止日前十年內(nèi)（合同簽訂時(shí)間應(yīng)在投標(biāo)截止日前十年內(nèi)），投標(biāo)人所投產(chǎn)品應(yīng)具有至少兩個(gè)項(xiàng)目（每個(gè)項(xiàng)目不低于3臺(tái)）在海洋石油平臺(tái)或FPSO上運(yùn)行五年及以上（從交貨驗(yàn)收合格日期或使用方出具的運(yùn)行時(shí)間證明文件起計(jì)）的業(yè)績(jī)，并提供相應(yīng)的書(shū)面材料證明（書(shū)面材料是指：合同及相應(yīng)交貨驗(yàn)收單或合同及相應(yīng)使用方出具的有效證明文件）；上述文件中如未包含油中含水和水中含油分析儀所在設(shè)施的名稱(chēng)及使用方信息，投標(biāo)人應(yīng)提供有效說(shuō)明文件。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法驗(yàn)證簽署時(shí)間、貨物名稱(chēng)、供貨數(shù)量、使用環(huán)境、微波法測(cè)量原理技術(shù)、紫外熒光分析法測(cè)量原理技術(shù)，均視為無(wú)效業(yè)績(jī)。
3．有興趣的合格投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：
從2021年8月9日至2021年8月17日止，請(qǐng)登錄中國(guó)海洋石油集團(tuán)有限公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買(mǎi)。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買(mǎi)招標(biāo)文件。購(gòu)買(mǎi)過(guò)程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書(shū)費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。售后不退。如未在系統(tǒng)中領(lǐng)購(gòu)招標(biāo)文件，不可參加投標(biāo)。本招標(biāo)文件每套售價(jià)為2000元人民幣或300美元，售后不退。
4．投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金并于2021年8月31日10:00時(shí)（北京時(shí)間）前遞交至北京市東城區(qū)東直門(mén)海油大廈第六會(huì)議室。
5．開(kāi)標(biāo)時(shí)間：定于2021年8月31日10:00時(shí)（北京時(shí)間）開(kāi)標(biāo)。開(kāi)標(biāo)地點(diǎn)：天津市濱海新區(qū)海川路2121號(hào)海洋石油大廈A座。
6. 本次招標(biāo)公告同時(shí)在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)（www.chinabidding.com）上發(fā)布。
7. 投標(biāo)人在投標(biāo)前需在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)上完成注冊(cè)。評(píng)標(biāo)結(jié)果將在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)公示。

2. Qualification requirement:
（1）★The analyzers provided（microwave measurement & UV fluorescence） by VENDOR shall be the mature products of the manufacturers, new trial products would not been accepted. Since in recent 10 years to the bid deadline（The contract signing time should be within ten years before the bid deadline）, the products provided by VENDOR should have at least two projects（each project should have not less than 3 sets） had successful applications in offshore platform/FPSO for five years ( From the date of acceptance of delivery or the certificate issued by USER). The VENDOR shall provide the corresponding documents (written material refers to: contract and the commissioning acceptance documents or contract and the effective proof certificate issued by the operator). If the above documents do not contain the name of the facility where water in oil & oil in water analyzer is located and the information of the user, the bidder shall provide a valid document. Failure to submit a performance document or the performance document provided cannot verify the time of signing, the name of the goods, the quantity of supply, the environment of use, and the techniques of microwave measurement & UV fluorescence are considered invalid.
3. All those who are willing to participate in the bids are kindly requested to :enter intowebsite http://buy.cnooc.com.cn topurchasethebidding documents (electronic edition) on line from August 9, 2021 to August 17, 2020 upon non-refundable payment of RMB2000 or USD300 for each copy.
