中化建國際招標有限責任公司（以下稱為“招標代理機構(gòu)”）受中海石油（中國）有限公司（以下稱為“招標人”）委托，就東方13-2 CEPB平臺壓縮機模塊項目所需部分貨物及相關(guān)服務(wù)進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務(wù)提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Dongfang 13-2 CEPB compressor module Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

3. 對投標人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內(nèi)注冊公司，投標人應(yīng)具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）。
投標人為分公司的，應(yīng)具有合法有效的營業(yè)執(zhí)照和上級法人單位授權(quán)書，分公司與上級法人單位只可一家參與投標，同時參與投標的，投標均無效；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．If the bidder is a domestic registered company, the bidder should have a valid and legal business license, tax registration certificate, and organization code certificate or a business license with a combination of certificates and licenses. When bidding, the bidder must provide a scanned copy of the original document (original for future reference).If the bidder is a subsidiary, they should have a valid and legal business license and an authorization letter from the superior legal entity. only one subsidiary and the superior legal entity can participate in the bidding. If they participate in the bidding at the same time, the bidding is invalid;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．本次招標接受代理商投標。
Agent Bid: Acceptable
1) 如投標人為代理商，即投標人按照合同提供的貨物不是投標人自己制造的，投標人應(yīng)得到貨物制造商同意其在中國為本次投標提供該貨物的合法正式授權(quán)。投標人將被授權(quán)的貨物再授權(quán)給其他投標人同時參與投標的，相關(guān)的所有投標將被拒絕。
1）If the bidder is an agent, that is, the goods provided by the bidder according to the contract are not manufactured by the bidder themselves, the bidder should obtain the legal and formal authorization of the goods manufacturer to provide the goods for this bidding in China. If the bidder authorizes the goods to be re authorized to other bidders and participates in the bidding, all related bids will be rejected.

1）泵適合在海上環(huán)境中運行，投標人應(yīng)承諾自費對所提供的產(chǎn)品進行檢驗并取得國家應(yīng)急管理部認可的其中一家第三方認證機構(gòu)（ABS/DNV/BV/CCS）的檢驗證書。
1）The pumps can run in the offshore environment, and VENDOR shall at his own cost arrange inspection and obtain final certificate of the package from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV and CCS.
（3）業(yè)績要求Requirement for Bidder's reference:
1）2013年1月1日至投標截止日（以合同簽署時間為準），投標人所投產(chǎn)品的制造商應(yīng)具有至少兩個合同往復(fù)泵的供貨業(yè)績，且滿足介質(zhì)為凝析油，流量不小于31m3/h，出口壓力不低于7250kPaG的技術(shù)要求。投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗收證明材料。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、制造商名稱、貨物名稱、合同名稱、介質(zhì)、流量和出口壓力的技術(shù)要求及到貨驗收材料。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、合同名稱、介質(zhì)、流量和出口壓力的技術(shù)要求及到貨驗收證明材料的，均視為無效業(yè)績。
1) Since Jan. 1st, 2013 to the deadline of bids submission stipulated(The date of signing the contract shall prevail),The manufacturer of the products invested by the bidder shall have at least two sets reciprocating pumps,and meet the technical requirements of the Condensate as medium，capacity no less than 31m3/h,discharge pressure no less than 7250kPaG. The bidder shall furnish reference List in given form for the above-mentioned Requirement for BIDDER's reference, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by VENDOR shall as least demonstrate the content show as follows: contract signing time, name of Manufacturer,name of goods, name of contract ,technical requirements of medium,capacity and discharge pressure, receiving certificate of arrival of goods. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate contract signing time, name of Manufacturer,name of goods, name of contract ,technical requirements of medium,capacity and discharge pressure, receiving certificate of arrival of goods will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from17 Jan2024 to24 Jan 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
