1.中化建國際招標有限責任公司（以下稱為“招標代理機構(gòu)”）受中海石油寧波大榭石化有限公司（以下稱為“招標人”）委托，就大榭石化煉化一體化項目所需部分貨物及相關服務進行國際公開招標。現(xiàn)邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Co., Ltd(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under Refining and Chemical Integration Project of CNOOC Ningbo Daxie Petrochemical LTD by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.對投標人的資格和業(yè)績要求：

（1）資格要求:
Requirements for Qulification of Bidder:
投標人應為投標所報貨物的制造商或者是授權(quán)代理商，代理商應提供制造商同意其在本次投標中提供該貨物的正式授權(quán)書（見第一冊格式IV-9-4）。
The bidder shall be the manufacturer or authorized agent of the bidded goods.The agent shall provide the Letter of Authority from manufacturer to agree to bid the goods in this Bid (see Form-IV-9-4 in Volum One).
如果投標人為境內(nèi)注冊公司，投標人具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）；
If the Bidder is domestic registered company The bidder shall have the legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license.
The scanned copy of the original shall be provided during bidding (the original copy for reference).；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明。
If the bidder is an overseas registered company, it shall provide valid company registration certificate.
投標人所投產(chǎn)品的制造商須同時具備有效的GB/T19001（ISO9001）質(zhì)量體系認證證書、GB/T24001（ISO14001）環(huán)境管理體系認證證書、GB/T28001(OHSAS18001)或GB/T45001 (ISO45001) 職業(yè)健康管理體系認證證書，并可在中國國家認證認可監(jiān)督管理委員會網(wǎng)站(http://www.cnca.gov.cn/)核實。如果有國家相關部門發(fā)布的最新體系標準，以最新體系標準為準。
The manufacturer of the bid product shall also have valid GB/T19001 (ISO9001) Quality System Certification, GB/T24001 (ISO14001) Environmental Management System Certification, GB/T28001(OHSAS18001) or GB/T45001 (ISO45001) Occupational Health Management System Certification Certificate, and can be verified on the Certification and Accreditation Administration of China Website
(http://www.cnca.gov.cn/). If there are the latest system standards issued by the relevant departments of the State, the latest system standards shall prevail.
閥門型式試驗報告，覆蓋本標段所有軌道球閥的尺寸和公稱壓力。
Valve Report of Type Tests, which shall including the size and nominal pressure of all the Orbit Ball Valves in the bid .
（2）業(yè)績要求：
Requirement for Bidder’s reference:
2012年1月1日至投標截止日（合同簽署時間），投標人所投產(chǎn)品應具有應用于國內(nèi)石油化工項目不低于10MPa加氫裝置的軌道球閥銷售合同業(yè)績，單個合同的軌道球閥數(shù)量不少于15臺，且合同中包含不少于2臺DN≥300mm、公稱壓力≥1500LB的軌道球閥。
From January 1, 2012 to the bid deadline date (contract signing time), the bidder's submitted products shall have the sales contract performance of track ball valves applied to domestic petrochemical projects with no less than 10MPa hydrogenation units, and the number of track ball valves in a single contract shall be no less than 15 sets. In addition, the contract shall include at least two sets of track ball valves with DN≥300mm and nominal pressure ≥1500LB.
投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復印件（含相關技術附件，至少體現(xiàn)以下內(nèi)容：合同首頁、簽字頁、合同簽署時間、項目名稱（石化化工項目）、裝置名稱（不低于10MPa加氫裝置）、貨物名稱（軌道球閥）、供貨數(shù)量、尺寸和公稱壓力，并提供貨物驗收證明。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件未體現(xiàn)上述信息的，均視為無效業(yè)績。
The bidder shall submit the performance form in the prescribed format and the relevant performance proof documents. The performance certification documents shall include but not limited to: copies of the sales contract (including relevant technical attachments), showing at least the following contents: the first page of the contract, the signature page, the signing time of the contract, the name of the project (petrochemical and chemical engineering project), the name of the device (no less than 10MPa hydrogenation device), the name of the goods (track ball valve), the supply quantity, size and nominal pressure, and the acceptance certificate of the goods. Failure to submit performance proof documents, or the provided performance proof documents do not reflect the above information, shall be deemed as invalid performance.
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for Bid for purchasing Bidding document from Nov.29, 2022 to Dec6, 2022. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 200.00 or USD 30.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4.投標文件遞交截止時間和地點：所有投標文件都應附有按規(guī)定提交的投標保證金，并于2022年12月27日上午9:30（北京時間）前遞交至北京市東城區(qū)東直門外小街6號海油大廈四層會議室。在此時間后收到的投標文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District,Beijing100027, P. R. China at or before 9:30 am (Beijing Time) on Dec.27 2022. Any bid beyond the required time and date shall be subject for rejection.
