1．中化建國(guó)際招標(biāo)有限責(zé)任公司（以下簡(jiǎn)稱“招標(biāo)機(jī)構(gòu)”）受海洋石油工程股份有限公司委托，現(xiàn)邀請(qǐng)合格投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：
1.Procurement& Tendering Center of CNOOC Procurement Dept. and CNCCC International Tendering Co., Ltd.(hereinafter called “Tendering Agent”),for and on behalf of Offshore Oil Engineering Co., Ltd (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Name of Goods: Manual Cryogenic Butterfly Valve（12”and larger） ，of which 12" 34 sets、14" 17 sets、16" 7 sets、18" 4 sets、20" 3 sets、24" 1 set、32" 8 sets、36" 1 set、40" 2 sets、42" 10 sets, Class 150LB.

關(guān)境外提供的貨物：合同簽訂后270天內(nèi)裝船，交貨地點(diǎn)：中國(guó)天津港。
For goods offered from outside PRC customs territory: the goods shall be loaded within 270 days from the date of the signing of the contract, and the destination port is Tianjin Port, Tianjin, P.R.China.
關(guān)境內(nèi)提供的貨物：合同簽訂后300天內(nèi)到達(dá)唐山LNG接收站項(xiàng)目施工現(xiàn)場(chǎng)。
For goods offered from within PRC customs territory: goods arrived at Tangshan LNG Terminal Phase 1 Project Site within 300 days after contract signed.
2．業(yè)績(jī)和資格要求：
2.References and Qualification requirement:
1）資質(zhì)要求：
1) Qualification requirement:
A. 投標(biāo)人必須是具有獨(dú)立法人資格的低溫手動(dòng)蝶閥制造商或代理商。
獨(dú)立法人資格要求：關(guān)境內(nèi)投標(biāo)人應(yīng)提供有效的營(yíng)業(yè)執(zhí)照、組織機(jī)構(gòu)代碼證、稅務(wù)登記證或三證合一的營(yíng)業(yè)執(zhí)照等。關(guān)境外投標(biāo)人應(yīng)提供有效的獨(dú)立法人證明,以證明投標(biāo)人具有獨(dú)立法人資格。
Bidder shall be manufacturer or authorized agent designated by manufacturer with the qualification of independent legal entity of Manual Cryogenic Butterfly Valve.
Independent legal entity requirements: Bidder from within the PRC Customs Territory shall provide valid business license, Organization Code Certificate and tax registration certificate. Bidder from outside the PRC Customs Territory shall provide valid independent legal entity certificate.
B. 代理商要求：如果投標(biāo)人所投的貨物（低溫手動(dòng)蝶閥）不是投標(biāo)人自己制造的，投標(biāo)人應(yīng)得到貨物制造商的同意以及證明其在本次投標(biāo)中唯一提供該貨物的正式授權(quán)書。如果產(chǎn)品是國(guó)內(nèi)制造商生產(chǎn)，則不接受代理商，僅接受制造商投標(biāo)。
If the goods is not manufactured by bidder, the bidder shall obtain the only legal official authority of the manufacturer that the bidder could provide the goods for the bid in China. If the manufacturer is domestic, agent is not accepted and only the manufacturer as the bidder is accepted.
C.對(duì)產(chǎn)品制造商的要求：Requirements for product manufacturers
產(chǎn)品制造商應(yīng)滿足以下要求:
The manufacturer of the product shall meet the following requirements
（1）特種設(shè)備證書：國(guó)內(nèi)閥門廠商提供壓力管道元件制造許可（TS認(rèn)證），且證書在有效期內(nèi)，證書批準(zhǔn)范圍涵蓋招標(biāo)范圍。
Special Equipment Certificate: Domestic manufacture shall provide pressure piping component Manufacture License of Special Equipment released by the national authority agency of China (TS certificate)， and the certificate shall be valid. The scope of certificate approval covers the scope of bidding.
國(guó)外閥門廠商應(yīng)提供壓力管道元件型式試驗(yàn)報(bào)告或證書（-196℃），如無(wú)，需書面承諾于供貨前提供，報(bào)告或證書應(yīng)覆蓋本次招標(biāo)閥門范圍。
Foreign manufacture shall provide the pressure piping component Type Test (-196℃) Report or Certification released by the national authority agency of China, When these are not available, there should be written commitment which providing it before supply. The certificate or report shall cover the scope of this bidding valve.
（2）低溫測(cè)試設(shè)施 Cryogenic testing facility: 閥門制造商應(yīng)自主擁有低溫測(cè)試設(shè)施，要求投標(biāo)人提供相關(guān)證明材料（例如設(shè)施的實(shí)物照片或其它證明材料），并提供以往LNG接收站項(xiàng)目供貨業(yè)績(jī)中與本次投標(biāo)同類型產(chǎn)品的低溫測(cè)試報(bào)告。
The valve manufacturer shall have its own low temperature testing facilities, and the bidder is required to provide relevant certification materials (such as physical photos of the facilities or other certification materials), and provide the low temperature testing report of the same type of products in the supply performance of the LNG terminal project in the past and this tender.
（3）產(chǎn)品隨貨證書Certificate of accompanied goods
所有閥門的受壓元件應(yīng)符合 EN10204/3.1 的要求，并隨貨提供 EN10204/3.1證書。
The pressure parts of all valves shall conform to the requirements of EN10204 / 3.1, the Certificate of EN10204 / 3.1 shall be provided with the goods .
2）業(yè)績(jī)要求：
Requirements of performance:
（1）自2010年1月1日至投標(biāo)截止之日（合同簽署時(shí)間），所投產(chǎn)品制造商具有至少3個(gè)中國(guó)境內(nèi)LNG接收站（規(guī)模不小于200萬(wàn)噸/年）深冷蝶閥運(yùn)行業(yè)績(jī)，其中有一個(gè)單項(xiàng)合同供貨業(yè)績(jī)包含深冷蝶閥供貨總數(shù)不低于10臺(tái)，且此單項(xiàng)合同中至少有1臺(tái)尺寸≥42"且磅級(jí)≥150LB的深冷蝶閥。
Since January 1, 2010 to the deadline of the bid (according to the date of contract signature), the manufacturer shall have performance of the Cryogenic butterfly valves in at least three LNG receiving terminals (no less than 2 million tons/year) in china, and among them there is at least one contract of which has the total quantity of the Cryogenic butterfly valves no less than 10 sets, and there is at least 1 set of cryogenic butterfly valve with size ≥42" and class ≥150LB included in the same contract.
(2) 投標(biāo)人須提交有效的業(yè)績(jī)表和相關(guān)證明文件（“1.合同復(fù)印件相關(guān)章節(jié)”和“2.用戶使用證明或用戶調(diào)試報(bào)告”。如前述1和2無(wú)法體現(xiàn)接收站名稱和規(guī)模，須提供其它證明接收站名稱和規(guī)模的公開發(fā)行文件）。業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、貨物名稱及類型（深冷蝶閥）、裝置名稱及規(guī)模（LNG接收站，不小于200萬(wàn)噸/年）、供貨數(shù)量、閥門尺寸、磅級(jí)。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法驗(yàn)證前述業(yè)績(jī)信息，均視為無(wú)效業(yè)績(jī)。
The bidder shall submit valid performance tables and related documents (" 1.Copies of contract related sections "and" 2. User usage certificate or user commissioning report ".If 1 and 2 above do not reflect the name and size of the receiving station, other public offering documents proving the name and size of the receiving station must be provided ").The performance certification documents must at least reflect the following contents: contract signing date, name and type of goods (Cryogenic butterfly valves), name and scale of the device (LNG receiving station, no less than 2 million tons/year), quantity of supply, valve size, pound class. Failure to submit the performance certification documents, or the performance certification documents provided cannot verify the aforementioned performance information, shall be deemed as invalid performance.
投標(biāo)人所報(bào)的本次招標(biāo)低溫蝶閥（包括閥門本體、主要部件）的原產(chǎn)地和制造商應(yīng)與所提供業(yè)績(jī)中的低溫蝶閥（包括閥門本體、主要部件）原產(chǎn)地以及制造商一致，且所投本次招標(biāo)低溫蝶閥（包括閥門本體、主要部件）應(yīng)在其原產(chǎn)地工廠進(jìn)行生產(chǎn)和檢驗(yàn)，不得委托加工。
投標(biāo)人提交能體現(xiàn)原產(chǎn)地和制造商的業(yè)績(jī)證明文件，包括1.合同復(fù)印件或2.報(bào)關(guān)單或3.原產(chǎn)地證明或4. BV、DNV、勞氏等國(guó)際知名第三方檢驗(yàn)機(jī)構(gòu)出具的報(bào)告，例如出廠檢驗(yàn)報(bào)告、制造過(guò)程檢驗(yàn)報(bào)告等。
The original place and manufacturer of cryogenic ball valves of the bidder’s quotation shall be in accordance with the original place and manufacturer of the cryogenic ball valves of the offered performance, and must be processed and inspected in the original place, OEM is forbidden.
To prove country of origin and manufacturer, Bidder shall provide the reference evidence, including 1.contract copies or 2. customs declaration or 3.place of origin certificate or 4. certified by a third authority such as Lloyd, BV or DNV or other internationally renowned authority, the certification include factory inspection report, manufacturing process inspection report, etc.
3）質(zhì)量要求：提供制造商ISO9001質(zhì)量管理體系認(rèn)證證書，且證書在有效期內(nèi)。代理商投標(biāo)時(shí)應(yīng)提供所代理的產(chǎn)品制造商的ISO證書。認(rèn)證范圍應(yīng)至少包括低溫手動(dòng)蝶閥的生產(chǎn)或制造范圍。境內(nèi)制造商的質(zhì)量管理體系認(rèn)證應(yīng)在中國(guó)國(guó)家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì)網(wǎng)站（http//www.cnca.gov.cn/）核實(shí)，無(wú)法核實(shí)的視為無(wú)效證書。
Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid. The agent shall have the ISO certificate of the product manufacturer. The scope of certification shall at least include producing or manufacturing for manual cryogenic butterfly valve (12”and larger). The quality management system certification provided by the bidder from within the PRC Customs Territory shall be verified on the website of China National Certification and Accreditation Administration (http://www.cnca.gov.cn/). It will be rejected if the certification cannot be verified on the website.
4) 從中華人民共和國(guó)關(guān)境內(nèi)提供的貨物：投標(biāo)截止時(shí)間前已進(jìn)口的貨物：不接受；投標(biāo)人擬自行進(jìn)口后銷售給招標(biāo)人的貨物：不接受。
For goods offered from outside PRC customs territory: For goods already imported prior to the deadline for submission of bids（not allowed）；Goods that the bidder intends to import by itself and then sell it to the Tenderee after import （not allowed）.
3．有興趣的合格投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：
從 2021年3月18日開始至2021年3月25日止，請(qǐng)登錄中國(guó)海洋石油集團(tuán)有限公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https:// buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。購(gòu)買過(guò)程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或300美元，售后不退。如未在系統(tǒng)中購(gòu)買招標(biāo)文件，不可參加投標(biāo)。另外，投標(biāo)人還需要在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)（http://www.chinabidding.com/）注冊(cè)成功并通過(guò)平臺(tái)審核。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System（https:// buy.cnooc.com.cn） on the page of Invitation for bid for purchasing Bidding document from Mar. 18th, 2021 to Mar. 25th 2021. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 300.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid. In addition, the bidder need to succeed in the bidding electronic trading platform for mechanical and electrical products (http://www.chinabidding.com/) registered and through the platform review.
4．投標(biāo)文件遞交截止時(shí)間和地點(diǎn)： 2021年4月8日9:30時(shí)（北京時(shí)間），必聯(lián)網(wǎng)（http://www.ebnew.com）或機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺(tái)（http://www.chinabidding.com）。
Bids must be delivered to http://www.ebnew.com or http://www.chinabidding.com for submission of bids before 9:30 a.m. (Beijing time) on Apr. 8th, 2021. Any bid beyond the required time and date shall be subject for rejection.
5．開標(biāo)時(shí)間：定于2021年4月8日9:30時(shí)（北京時(shí)間）開標(biāo)。
Bid-opening place time: Bids will be opened at 9:30a.m. (Beijing time) on Apr. 8th, 2021.
